The results of the analytical assessments of the development of the social economy for the needs of human development confirm the inadequate effectiveness of government policy. It was determined that the accumulated human potential in Ukraine isn't implemented effectively in the context of human needs. It identifies a number of negative phenomena in the social and economic problems.
