Yoksulluk doğrudan ya da dolaylı bir biçimde dünyamız ve insanlar için birçok olumsuzluğu beraberinde getiren karmaşık bir sorundur. Öte yandan, empirik veriler dünyamızda yoksulluğun bütün gösterilen çabalara rağmen küresel boyutta derinleştiğini göstermektedir. Böylesine önemli bir dünya sorunun giderek derinleşmesi, bizi yoksullukla mücadelede neyin yanlış yapıldığı sorusuna yöneltmektedir. Bu çalışma temel olarak, yoksullukla mücadelede yoksulluğun hangi boyutuna odaklanmamız ve bununla bağlantılı olarak hangi mücadele yöntemine öncelik vermemiz gerektiği üzerine yoğunlaşmaktadır. Yoksulluk sorununun sahip olduğu birçok boyuttan biri de etik ve insansal boyuttur. Bu dünya sorunu, bir canlı türü olarak insanın olanaklarını gerçekleştirmesine engel olmakta ve dolayısıyla da onu ‘insanlaşma’ sürecinde geride bırakabilmektedir. Bu anlamda yoksulluk sorunu, insanlara zarar verme özelliğiyle bir temel hakların ihlali sorunu olarak karşımıza çıkar. Söz konusu edilen etik ve insansal boyut, yoksulluk çalışmalarında, ağırlıklı olarak ekonomik boyuta öncelik verildiğinden ötürü, ihmal edilmiştir. Yoksulluğun etik açıdan birçok olumsuzluğu beraberinde getiren bir insan hakları sorunu olduğunu görmek yoksullukla mücadelede önceliğe sahip olmalıdır. Bu mücadelede ise, hayırseverlik gibi pozitif sorumlukların ön plana alınması yerine, yoksullara zarar vermemeyi hedefleyen negatif sorumluluklar ön planda bulunmalıdır. Çünkü ancak böyle bir yaklaşım, yoksulluğun giderek derinleşmesine yol açan şartların orta ve uzun vadede değiştirilebilmesini sağlayabilecektir. Söz konusu yaklaşımın başarıya ulaşabilmesi ise etkin öznelerin eylemlerini gerektirmektedir.One of the most important problems of the world is the problem of poverty. Poverty is a complex problem that brings about many negativities for our world and people, either directly or indirectly. On the other hand, empirical data show that poverty in our world has deepened globally despite all efforts. The deepening of such an important world problem leads us to the question of what is wrong with fighting poverty. This study mainly focuses on which dimension of poverty we should concentrate in the fight against poverty, and also on the need to prioritize which method of struggle in relation to that dimension. One of the many dimensions of the problem of poverty is the ethical and human dimension. This world problem, prevents humans, as a living species, from realizing their possibilities and therefore, it can leave them behind in the process of humanization. In this sense, the problem of poverty appears to be a problem of violation of fundamental rights with the potentiality to harm people. The mentioned ethical and human dimension has been neglected in the studies of poverty because the priority has been given to the economic dimension. Seeing poverty as a human rights problem which brings many ethical problems alongside should have priority in the fight against poverty. In this fight, instead of putting forward positive responsibilities such as philanthropy, negative responsibilities aiming not to harm the poor should be at the forefront. Because only such an approach would allow the change in the medium and long-term conditions that lead to the deepening of poverty.
