The involvement of Russia in the process of globalization has made the issue of measuring intellectual capital currently important in accordance with the approaches employed in world practice. The main sources in Russia for its high status in the world has always been the human and intellectual capital, which has inherently high level of education and cultural traditions, scientific and industrial potential, based on the development of raw materials and processing base. The scientific sector, particularly the Russian Academy of Sciences is of paramount importance of intellectual capital formation in Russia. The scientific segment of infrastructure includes the scientific centers. higher educational institutes. planning and surveying organizations. pilot-producing plant etc. However, in the structure of Russian science low percent of scientific researchers belongs to state educational establishment (approx.40%). but have received almost no attention to scientific research in private institutes.
