    E-democracy: the effects of governance

    Technological advancements have always affected societies. Starting off from the invention of the first working tools to the creation of the internet, technology has been facilitating everyday life. Consequently governments have made use of the lnternet by offering different services online to their citizens. These services are reflected in three levels of governmental target oriented groups: Government to Customer (G2C). Government to Business (G2B) and Government to Government (G2G). The main reason for providing citizens with these services is the improvement of democracy by being in a direct contact with taxpayers. This leads in increasing transparency, decision- making and lowering bureaucratic procedures. Nowadays, citizens can find general information of their government, communicate with governmental representatives without getting out of the house or even pay taxes online. ln addition to these, they can also vote online. be part of decision making processes through e-petitioning and directly communicate with state officials. These processes however do come with costs, These costs are monetary, expertise or security risks. Whether or not these risks are worth to be taken in order to provide e-governance is to be discussed. Moreover, the effectiveness of governing through electronic means is an issue that needs a|tention once uncertainties and inconveniences are faced, E-governing is a new way of public administration which faces legal changes as well. The question is whether states are ready to implement laws on e-governance while a considerable part of this governing form uses the internet. lnternationally there is no agreed convention that deals with the topic, but bilateral agreements might exist, which might be used in the future as reference.
