    Counterterrorism measures concerning foreign fighters: ethically just?

    The present research paper attempts to answer whether counterterrorism policy measure as Resolution 2178 unanimously adopted by UN Security Council concerning foreign terrorist fighters is ethically and morally just. Given the characteristics of ethical decision-making in counterterrorism as secrecy, low Irequency but high impact nature of terrorist attacks, extensive national and international collaboration, and time-sensitivity, it suggests the ethical bottlenecks in resolution measures applied by Security Council.
