dc.description.abstractBilindiği gibi Kıbrıs sorunu, adadaki bölünmüşlük durumu nedeniyle hem ada halkının, hem de uluslararası toplumun gündemini uzun yıllardır derinden etkileyen, nihai bir çözüme ulaşılması ise bir türlü mümkün olmayan bir sorun halini almıştır. Kosova sorununda ise, Kıbrıs sorunuyla bazı yönlerden benzer bir tarihsel sürecin ve uluslararası hukuk konularının tartışıldığı gözlemlenmiştir. Ancak uluslararası toplumun tutumu, bu iki örnekte farklı olmuştur. Bu farklı tutumun dayanağı olarak ise Birleşmiş Milletler Güvenlik Konseyi’nin kararlarına işaret edilmiştir. Çalışmada bu nedenle öncelikle Kıbrıs ve Kosova sorunlarında aktif bir şekilde görev aldığı görülen Birleşmiş Milletler Güvenlik Konseyi’nin yapısı, işleyişi ve karar alma yöntemlerine ilişkin olarak özet bilgi verilecektir. Bunun ardından, Kıbrıs sorunu ve sorunun Birleşmiş Milletler Güvenlik Konseyi tarafından ele alınması incelenecektir. Benzer bir inceleme Kosova sorunu için de yapıldıktan sonra, Birleşmiş Milletler Güvenlik Konseyi ve uluslararası toplumun iki sorun açısından benimsedikleri tutumları karşılaştırılarak ortaya konulacaktır.en_US
dc.description.abstractAs it is well-known, the Cyprus problem has become an unsolved issue which has been deeply affecting the agenda of both the people of the island and the international community for a long time. The main reason for this is the division of the island and during all this long period of time, it could not be possible to reach a final solution. In the Kosovo question, however some similar historical experiences and international legal issues have been discussed with the Cyprus problem, it has been seen that the international community’s approach to these two issues had been different. The international community denoted the United Nations Security Council’s decisions as a basis for these different approaches. For this reason, in this study, rstly a summary of the structure, functioning and decision-making processes of the Security Council, which has an active role in Cyprus and Kosovo issues, will be provided. After this, the Cyprus problem and the way the United Nations Security Council dealed with this issue will be evaluated. The same examination will be made for the Kosovo, and then the different approaches that United Nations Security Council and the international community adopted for these two issues will be compareden_US
