| dc.description.abstract | Bilgi ve iletişim teknolojilerinin demokratik bir toplum bakımından işlevi ve bu bağlamda herkese açık ve özgür bir tartışma ortamı ile karakterize olan demokrasilerde internetin bu ortamın bir aracı olarak görülüp görülemeyeceği dünya genelinde tartışılmalı bir konudur. Özellikle günümüzde temsili demokrasinin çıkmazları göz önünde bulundurularak internetin, yurttaşların kamusal alana eşit erişimi ve siyasi karar alma süreçlerine katılımı güçlendirici bir potansiyeli olup olmadığı incelenmektedir. Bu çalışmada da internetin kamusal alan olma potansiyeli ve bu noktada getirilen eleştiriler çerçevesinde bir inceleme yapılmaktadır. Bu çerçevede güncel anayasal gelişmeler ışığında kamusallık, kamusal alan, demokratik yurttaşlık ve internet arasındaki ilişkinin ve internetin kamusal alan düşüncesine etkisinin ortaya konulması amaçlanmaktadır. Bu bağlamda kamusal alan düşüncesinin tarihsel kökenlerinin günümüze yansımaları dikkate alınarak bilgi ve iletişim teknolojilerinin gelişimiyle kamusal alan kavramsallaştırmasına getirilen eleştiriler incelenmektedir. İnternetin küresel düzeyde hem bir hak hem de bir iktidar alanı haline gelmesi ile başlayan dijital çağ tartışmalarının kamu hukukuna yansımaları temelinde internetin kamusallığı ve bir kamusal alan olarak ele alınması konusu irdelenmektedir. | en_US |
| dc.description.abstract | The function of information and communication technologies (ICT’s) in democratic societies, and in this context, whether the internet can be seen as a tool of democracies characterized by open and free discussion is a matter of debate throughout the world. In particular, considering the dilemmas of representative democracy today, it is examined whether the internet has a potential to empower citizens' equal access to the public sphere and participation in decision-making processes. In this study, an examination is made according to the potential and the critics of the internet as a public sphere. So it is aimed to reveal the relationship among publicity, public sphere, democratic citizenship and the internet in the light of current constitutional developments and the effect of the internet on the idea of public sphere. Accordingly, the criticisms brought to the conceptualization of the public sphere with the development of ICT’s are examined, considering the reflections of the historical origins of the public sphere. The publicity of the internet and its handling as a public sphere are analyzed on the basis of the digital age debates on public law, which started with the internet becoming both a right and a power area at the global level. | en_US |
