Abstract
Paris’te “Velade ve Püerikültür” (Doğum Bilim, Çocuk Yetiştirme Fenni ve Sanatı) uzmanı olarak 1891 yılında ülkeye dönen Dr. Besim Ömer’in rütbesi generalliğe yükseltilir ve doğum hocalığına atanır. Artık adı “Besim Ömer Paşa”dır. Besim Ömer, yalnızca doğum hekimi olarak kalmaz, hijyen, toplum sağlığı, çocuk bakımı gibi konularda yayınlar yapar; Çocuk Esirgeme Kurumunun oluşmasında ve Kızılay’ın aktif hale gelmesinde önemli katkılar verir; Veremle Mücadele Osmanlı Cemiyetini kurarak verem savaşının öncüleri arasındaki yerini alır.
After returning from Paris in 1891, as an “Obstetrics and Puericulture” (Art and Science of childbirth and hygienic care of children) specialist, Dr. Besim Omer's rank was promoted to General, and appointed as the Obstetrics. His name was now “Besim Omer Pasha” (General). Besim Omer does not only settle as an Obstetrics and also makes publications on hygienics, public health, childcare; puts a contribution to the establishment of Child Protective Institution and Turkish Red Crescent; and takes his place as one of the pioneers against Tuberculosis by establishing the Ottoman Society of Fighting against Tuberculosis.
