dc.description.abstractStatükonun farkında olmak, insanlığın önceki nesilleri için bir lüks olmalı. Tarihten gelen bilgimiz ve kurgu edebiyatı sayesinde bugün içinde bulunduğumuz tarihsel dönemi kolaylıkla bir “eşik” olarak adlandırabiliriz. Takip eden dönemin ise bilgelik mi yoksa dehşet yılları mı olacağını belirleyecek olan ise yine bizleriz. Teknolojik gelişmeler, bizi kimsenin çalışmak zorunda olmadığı ancak herkesin istediği bir şeyi yapabildiği bir geleceğe taşıyabilir. Öte yandan; içinde bulunduğumuz eşikteki kapı, insanlığın bilgi ve güce sahip olan bir elit tiranlık tarafından ezildiği, diğer herkesin sadece birer nesneye indirgenmiş olduğu bir dünyaya da açılabilir. Tamamen bir ütopyayı gerçeğe dönüştüremesek de, çocuklarımızın en azından ikinci senaryonun parçası olmamalarını sağlayabiliriz. Bu ise yapay zekaya dair hukuki sınırları nasıl çizeceğimiz ile yakından ilgili. Bundandır ki, bu çalışma yapay zekanın veri koruma, sorumluluk atfı ve siber güvenlik gibi ilksel ve temel sonuçları ile hukuk ve etiğin nasıl başa çıkabileceğine bir ışık tutma amacını taşıyor.en_US
dc.description.abstractAwareness of the status-quo must have been a luxury for the earlier generations of humankind. Thanks to the historical data and fiction novels, we can easily assess this epoque of history we live in today, as a threshold. It is in our hands so far to determine the following years to be the times of wisdom or despair. Technological developments may lead us to a future where no one must work while everybody enjoys the freedom of “doing something they want to”. But, the door of this threshold may open to a dystopic world where the mankind suffers from an elite tyranny who has all the data and the power whereas the others are just “things”. We may not provide a fully utopic scenario however, we can guarantee that our children will not be the part of the second one. It partly depends on how we will regulate the AI. Therefore, this paper will try to shed a light to the legal and ethical challenges of the initial yet crucial outcomes of the AI including data protection, attribution of responsibility and cyber security.en_US
