dc.description.abstractTürk dış politikasının temel dinamiklerinin siyasal rejimin özellikleriyle açıklandığı bu çalışmada cumhuriyet ve demokrasi, birbirlerine rakip iki rejim biçimi olarak ortaya konmaktadır. Bu bağlamda dış politikanın “güvenlik” öncelikli belirlenmesi ve dış politika karar alma süreçlerinde Türk Silahlı Kuvvetleri’nin etkin konumu, hep cumhuriyetçi siyasal yapının bir gereği olarak görülmektedir. Belirtilen politikaların süreklilik kazanması da, cumhuriyetçi rejim tercihinin dolaylı bir sonucu olarak algılanmaktadır. Türkiye devletinin kuruluşundan günümüze değin uygulanan dış politikalarda, özellikle 90’lı yıllarda yaşanan değişim ise siyasal yapının cumhuriyetten demokratik bir yönetime doğru evrilmekte olmasının bir sonucu olarak görülmektedir.en_US
dc.description.abstractThe aim of this paper is to examine the basic dynamics of the Turkish foreign policy in light of the characteristics of the political regime. In this context, the concepts of republic and of democracy are considired as two rival regimes. The primary nature of “security” on foreign policy and the effective position of the Turkish Armed Forces relating to the decision-making progress of foreign policy are regarded as the result of the structure of the republican politics. The permanency of the indicuted policies is also one of the imlied consequences of the choice of the republican regime. It is seen that the changing nature of foreign policies, in particular in the 1990’s, that have been applied from the establishment of the Turkish State to today is the result of the transformation of political structure from the republic to the democracy.en_US
