Özet
Yönetim kavramı, ilk insan topluluklarının var olduğu zamanlardan bugüne süregelen bir olgudur. Zaman içerisinde sürekli olarak değişime uğrayan yönetim kavramı, özellikle 21. yüzyılda bilgi ve iletişim teknolojilerinin gelişmesi ve küreselleşmenin de etkisiyle, değişim ve gelişim göstermiştir. Kamu yönetimi de yönetim biliminin etkisi altında kalarak değişime uğramıştır. Katı bürokratik, kapalı ve merkeziyetçi yapı; halkla birlikte yönetmeye, şeffaflığa, hesap verilebilirliğe ve yerelliğe evrilmiş; geleneksel yönetim anlayışı yerini modern yönetim anlayışının tekniklerine bırakmıştır. Bu çalışmada yönetim biliminin tarihsel sürecine, geleneksel ve modern yönetim yaklaşımlarına; küreselleşmenin etkisiyle değişim ve gelişim gösteren kamu yönetiminde uygulanan modern yönetim teknikleri ve stratejilerine; tüm bu modern yönetim yaklaşımlarının Türk Kamu Yönetimine etkileri üzerinde durularak; 16 Nisan 2017 tarihinde yapılan halk oylaması ile başlayan ve 24 Haziran 2018 tarihinde yapılan genel seçim ile uygulanmaya başlanan Cumhurbaşkanlığı Hükümet Sistemi’nin Türk Kamu Yönetimi’nde meydana getirdiği kurumsal değişikliklere yer verilmiştir.
The concept of management is a phenomenon that has continued since the first human societies existed. The concept of management, which has been constantly changing over time, has shown change and development with the effect of globalization, especially with the development of information and communication technologies in the 21st century. Public administration has also been influenced by the factors that affect the science of management. Solid bureaucratic, closed and centralized structure; together with the public, it has changed in terms of governance, transparency, accountability and locality. Modern management techniques have replaced traditional management techniques. In this study, the historical process of management science, traditional and modern management approaches are mentioned. Modern management techniques and strategies applied in public administration which have changed and developed with the effect of globalization have been mentioned. All the effects of these modern management approaches on Turkish Public Administration are mentioned. The institutional changes introduced in the Turkish Public Administration by the Presidency Government System, which started with the referendum held on 16 April 2017 and started to be implemented with the general election held on 24 June 2018, were included.
