Özet
Küçük ve orta ölçekli işletmeler, yarattıkları katma değer ve sağladıkları istihdam ile hem ülkemizde hem de Avrupa Birliği’nde ekonominin büyük bir bölümünü oluşturmaktadırlar. Bu oran bazı ülkelerde % 85 iken, bazılarında ise % 95 seviyelerindedir. Türkiye’de bu oran % 100’e yakındır. Türkiye ekonomisi için “KOBİ Ekonomisi”dir, diyebiliriz. Ekonomiye dinamizm kazandırma, yeni iş imkânı yaratma, esneklik ve yenilikleri teşvik etme ve bölgesel kalkınmayı hızlandırma gibi, ekonomiye ve sosyal sisteme çok önemli katkıları vardır. Türkiye ekonomisinin vazgeçilmez unsurlarından biri olan KOBİ’lerin Avrupa Birliğine üyelik sürecinin getirdiği değişim ve artan rekabet şartlarında güçlü yönlerini geliştirmeleri ve zayıf taraflarını tamamlamaları gerekmektedir. Kopenhag kriterlerinden biri olan “Avrupa Rekabetine Dayanıklılık” maddesi, AB sürecinde olan Türkiye için önemle üzerinde durulması gereken bir konudur. Çünkü Avrupa’nın rekabetçiliği, ileri teknoloji, modern yönetim teknikleri ve ucuz işçiliğe dayanmaktadır. Artan bu rekabet, KOBİ’lerde dâhil olmak üzere tüm işletmeleri etkileyecektir. KOBİ’lerin bu yeni duruma uyum sağlamaları yeniden yapılanmaları ile mümkün olabilecektir. Yeniden yapılanma çalışması ile KOBİ’lerde, hem stratejik tasarım hem de örgütsel tasarım başta olmak üzere kalite normlarının uluslar arası normlara uygun hale getirilmesi, üretimde verimliliğin yükseltilmesi ve maliyetlerin düşürülmesi gerekmektedir. KOBİ’lerin esnek yapılarıyla değişime çabuk uyum sağlamaları, yeniden yapılanma çalışmalarını kolaylaştırıcı bir etken olduğu da söylenebilir. Tüm ekonomilerin önemli bir kısmını oluşturan küçük ve orta ölçekte işletmelerin önemli sorunları bulunmaktadır. İşletmeden işletmeye değişmekle beraber, KOBİ’lerin en önemli sorunu yönetim ve organizasyon sorunudur. Çünkü mülkiyet ve yöneticilik aynı kişinin elinde toplanmıştır. Modern yönetim teknikleriyle değil, geleneksel yönetim anlayışı ile hareket etmektedirler. Bu noktada, yönetim sistemlerinin günümüzün değişen dünyasına uyum sağlayacak şekilde yapılanması ve organizasyon yapısının yeniden düzenlenmesi gerekmektedir. KOBİ’lerde modern yönetim sistemlerinin ve yönetim bilincinin oluşturulması ve kurumsallaştırılması ile diğer işletme politikalarının da oluşmasına katkı sağlayacaktır.
Small and Medium Size Enterprise constitutes a large portion of the European economy and our economy with their contribution to the supplementary value and employment. This proportion is about 85% in some countries while in some %95. In Turkey this proportion is close to 100%. We can say Turkish economy is “Small and Medium size Enterprise Economy”. These enterprises have significant contributions to the economy and social system such as maintaining dynamism to the economy, creating new job opportunities, encouraging the flexibility and initiations, and accelerating the regional development. Being one of the most essential part of the economy, Small and Medium size enterprises have to improve their strong features and complete their deficiency in an environment to where the process of integration to European Union brings the change and increasing competition. Turkey, processing the integration to European Union, should give importance to this issue that is one of the article of Copenhagen Criteria, “Durability to European Competition”. Because, European competition rests on advance technology, modern administration technique and cheap labor force. This increasing competition would be effect all the enterprises including Small and Medium Size enterprises. Adaptation to this new situation is possible only with the re-construction of the Small and Medium Size Enterprises. Re-construction of the Small and Medium Size Enterprises requires at first strategic and organizational projections, adaptation of the quality norms to international norms, increase in productivity and decrease in production costs. It can be said that, the rapid adaptation of the Small and Medium Size Enterprises to change appears as facilitating factor in the re-construction process. The Small and Medium Size Enterprises, constituting a large proportion of the economies, have significant problems. Changing from enterprise to enterprise, the most significant problems are administrational and organizational because the property and administration belong to same person. These enterprises use traditional administrational techniques, not modern ones. At this point, the administrational techniques should be reconstructed administrational systems for the adaptation to the changing contemporary world and re-ordered the organizational structure. Constituting the modern administration systems and administrative conscious and institutionalization in small and medium size enterprises will contribute to the formation of other enterprise policies.
