dc.description.abstractDünya kent nüfusu artış trendine bakıldığında, lojistik sistemlerin başlangıç ve bitiş noktası olan üretim ve tüketim merkezlerinin yoğun hareketliliği önümüzdeki yıllar için öncelikli iyileştirilmesi gereken sorunların başında gelmektedir. Ürün, hizmet ve bilgilerin ihtiyaç duyulduğu yerde bulundurulma fonksiyonunu yürüten lojistik branşının kaynak kullanımındaki yüksek payı kritik pozisyonunu daha net ortaya koymaktadır. Sürdürülebilirliğin ön planda olduğu global politikalar büyük nüfus yoğunluğu olan kentlerin bölgede yaşayan tüm paydaşlar için daha yaşanabilir hale getirmeyi savunmaktadır. Kentsel lojistik alanındaki çalışmalar analiz edildiğinde karşımıza çıkan yayınların belli bir bölgenin problemlerine odaklanan en iyi uygulama örnekleri ve yerel mevzuatlar olduğu; alan literatürünün çok genç ve sınırlı kapsamda olduğu göze çarpmış ve bu alanda tez yazmaya motive etmiştir. Kentsel lojistik literatürü taranarak bu alanda performans değerlendirmesi için kulllanılabilecek bir kriter envanteri oluşturmak, bu verileri belli bir bölgenin ölçme ve değerlendirmesinde kullanarak sistematik iyleştirmelere imkan sunacak bir yöntem oluşturmak, konunun standardizasyon kazanmasını sağlamak bu çalışmanın amaçlarını belirlemiştir. Çok kriterli karar verme tekniklerinden hibrid bir uygulama oluşturularak kentlerin objektif boşluk analizleri yapabilecekleri, birbirlerini kıyaslayabilecekleri standart bir araç oluşturulmuştur. İstanbul kenti için birinci kaynaktan ulaşılabilen kriterlerin kullanıldığı pilot uygulama ile yöntemin işlerliği test edilmiş, bundan sonraki çalışmalar ile nasıl geliştirilebileceği ortaya koyulmuştur.en_US
dc.description.abstractConsidering the upward trend of the world urban population, the intense mobility of production and consumption centers, which are the starting and ending point of logistics systems, is one of the most important problems that should be improved for the coming years. The high share of the logistic branch in the use of resources, which acts as a function of keeping the products, services and information in needed places, makes its critical position more clear. Global policies that puts sustainability at the forefront, suggests making cities with larger population density more livable for all stakeholders of the region. When the studies in the field of urban logistics were analyzed, it was found that the publications we encountered were the best practices and local regulations focusing on the problems of a particular region; The field literature was very young and limited in scope and these facts motivated to write a thesis in this field. By scanning urban logistics literature; obtaining a performance evaluation crietia inventory, creating a method which will enable systematic improvements by using these data in a region's assessment and evaluation and to provide standardization of the subject are the objectives of this study. A hybrid application was developed from multi-criteria decision-making techniques and a standard tool was created in which cities could make objective gap analysis and benchmark each other. With the pilot application, which uses criteria that can be reached from the first source for the city of Istanbul, the operability of the method has been tested and it has been shown how to be developed with the following studies.en_US
