Özet
İnsanlık tarihinin en başından günümüze kadar geçen süreçte özgürlük ve güvenlik sorunsalı; insanın gerek kendi öyküsünde, gerekse siyasi toplum yaşantısında olsun daima öncelikli konular arasında yer almıştır. Güvenli yaşamın koşulu olarak “kişi özgürlüklerinden ne kadar taviz vermeli?” tartışması güncelliğini her dönem korumuştur. Özgürlük ve güvenlik ikileminin tartışması siyaset biliminin bir parçası olduğu için, tartışma da sürekli siyasi yaşam alanında süregelmiştir. Özellikle modern devlet anlayışıyla özgürlük ve güvenlik sorunu devlet ve yurttaşlar arasındaki ilişkinin temel tartışma alanı olmuştur. Modernitenin insan aklını araçsal kullanma öngörüsü ve günümüz siyasi iktidarlarının ekonomik unsurları da işin içine dahil etmesi, özgürlük ve güvenlik sorununu gittikçe daha da karmaşık bir hale getirmiştir. Antik Yunan felsefesinde özgürlük ve güvenlik birbirleri için birer ön koşul oluştururken, modern devletlerde güvenli bir yaşamın koşulu ise kişinin özgürlüklerinden kendi rızasıyla vazgeçmesi olarak belirlenmiştir. Bu tez çalışmasında, siyaset felsefesinin özgürlük ve güvenlik kavramlarına bakış alanı irdelenecektir. Özgürlük ve güvenlik kavramlarının insan doğasına yararları veya zararları, siyasal topluma ve devlet yönetimine etkileri tartışılarak, modern ve günümüz dünyasında kişilerin özgürlük taleplerinin siyasi iktidarlar tarafından nasıl güvenlik açığı gerekçe gösterilerek yok sayıldığı ayrıca gerekçeleriyle birlikte ortaya konulacaktır.
Freedom and security have always been among the priority issues, whether in one's own story or political life, in the process that has passed from the beginning of human history to the present. As a condition of safe living, the debate on “how much should a person make compromises from her/his freedom?” has still kept up to date in every term. Since the debate on the dilemma of freedom and security is part of political science, it has also been perpetuated in the field of continuous political life. The question of freedom and security, especially with the modern understanding of the state, has been the main area of discussion of the relationship between the state and citizens. The foresight of modernity to use the human mind as an instrument, and the inclusion of economic elements in today's political power, has made the problem of freedom and security more and more complex. In ancient Greek philosophy, freedom and security were a prerequisite for each other, while in modern states, the condition of a safe life was determined as the person's self-consent to give up their freedom. The benefits or harms of the concepts of freedom and security to human nature and their effects on political society and state administration will be discussed, and in today's world, how people’s demands of freedom are ignored by the political power by citing vulnerability will also be explained with the reasons.
