dc.description.abstractBu çalışmada 1942 yılı sonlarında yürürlüğe giren ve kısa bir süre uygulamada kalan Varlık Vergisi incelenmiştir. Varlık Vergisi Cumhuriyet Dönemi iktisat politikaları içinde üzerinde en çok tartışılan konulardan biridir. Varlık Vergisi'ne ilişkin temel tartışma noktası, uygulamanın ekonomik açıdan doğru olup olmamasından çok, verginin taşıdığı iddia edilen içerikti. Çalışmada, Milli Burjuvaziyi yaratma hedefinde ki Varlık Vergisi'nin rolünü ortaya koymak ve Milli Burjuvazi yaratma çabalarının tarihsel gelişimini sergilemek için tarihsel süreç Cumhuriyet öncesinden başlatıldı. Çalışmanın ilk bölümünde Cumhuriyet öncesi milliekonomi tartışmalarına ve bu yönde ki çabalara yer verildi ikinci bölümde ise Varlık Vergisi öncesi dönemde ekonomik yapı ve kinci Dünya Savaşının getirdiği ekonomik zorluklar incelendi. Bu zorluklar Varlık Vergisinin resmi gerekçesini olusturdu. Son bölümde ise Varlık Vergisinin tahsil süreci ve sonuçları üzerinde duruldu. Varlık Vergisi'nin sonuçları incelenirken, kısa vadeli ve uzun vadeli sonuçları ayrı incelendi, ayrıca hedeflenen milli ekonomi-milli burjuvazi ne ölçüde başarılı olduğu ve günümüze yansımaları incelendi. Sonuç olarak Azınlıkların tekelince olan ekonominin ve özellikle dıs ticaretin millîleştirilmesi amacıyla gösterilen çabalar tarihsel bir süreç içinde incelenirken, bu çabalarınen radikali olan varlık Vergisinin sonrası süreç ile beraber yaratılmak istenen milli burjuva sınıfının yapısı ortaya konmaya çalışıldı. en_US
dc.description.abstractThis study constitutes an analysis of the wealth tax which was put into force at the endof 1942 and remained in effect for a short time. The application of wealth tax has been one ofthe much debated subjects among the Republican Period economic policies. However, themain discussion point about it, was not whether it is an economically applicable policy or not,rather it was the content of the policy.The aim of this study is to explain the role of the wealth tax in the process of creatinga national bourgeoisie, to display the historical development of efforts to create this nationalbourgeoisie and historical process which was started in the pre-Republican period. In the firstpart of the study, discussions about creation of a national economy in the pre-Republicanperiod and efforts in this direction are given a place.In the second part, the economic form of the country in the period before wealth taxand the economic difficulties caused by the Second World War are analyzed. Thesedifficulties constituted the official reason to implement the wealth tax policy.In the last part, the collection process of wealth tax and its results are discussed. Whenthe results of the wealth tax are being analyzed, its short term results and long term results areanalyzed separately. Moreover, how much the process of creation of a national economynationalbourgeoisie was successful and its reflections to today?s situation are analyzed.In consequence, while the efforts to nationalize the economy and in particular foreigntrade, which were in the monopoly of the minorities, are being analyzed within a historicalprocess; the form of national bourgeoisie class which was tried to be created with the wealthtax, the most radical one of the efforts to nationalize the economy, is tried to be explained.en_US
