Özet
Esenyurt, İstanbul'un en hızlı büyüyen ve göç alan ilçelerinden biridir. Enformel iş gücüne dayalı hale gelen yeni ekonomik yapı, sosyal güvenlik olanaklarından yoksun ve marjinalleşen bir nüfusu da beraberinde getirmektedir. Bu çalışma Temmuz - Eylül 2012 tarihleri arasında Romanların Sosyal ve Ekonomik Hayata Entegrasyonu Projesi kapsamında, Esenyurt Fatih Mahallesinde yaşayan Romanlar ile yürütülmüş kısa süreli alan araştırmasında elde edilen bulgulara dayanmaktadır. Alan çalışmasında, hızlı değerlendirme yöntemi uygulanmıştır. Proje çerçevesinde, Esenyurt ve civarına hizmet edecek “Sürekli Seracılık Meslek Eğitim Merkezi” kurulması sağlanmış. Böylelikle yakın çevredeki Romanların Esenyurt Belediyesi Park ve Bahçeler Müdürlüğü’nde ve civardaki modern konutların bahçıvanlık hizmetlerinde istihdamını sağlamaya dönük seracılık ve peyzaj eğitimi almaları planlanmıştır. Uygulama bölgesi Esenyurt Fatih Mahallesi’nde ikamet eden Romanlar arasından 18-65 yaş arası ve 55’i kadın, 6’sı erkek olmak üzere, 61 gönüllü seracılık, peyzaj ve girişimcilik eğitimini tamamlamıştır ve istihdam olanaklarını beklemektedir. Esenyurt Fatih Mahallesi’nde yaşamakta olan ve kentsel dönüşüm dinamiklerine uyum sağlamaya çalışan Romanların yaşam koşulları hakkında betimleyici bilgi sunmayı amaçlayan bu çalışma, başta yoksulluk olmak üzere, işsizlik, düşük okur yazarlık oranı, eğitim yetersizliği, toplumsal dışlanma gibi en belirgin sorunlarına değinmektedir.
Esenyurt is among the fastest-growing borough of Istanbul with a high immigrant population. The new economies based on informal labor without social security benefits also, increase the marginality of population in the region. This study based on a short-term fieldwork conducted among the Romanlar (Romani People) at Esenturt Fatih district, between July and September 2012 as a part of a development project entitled “Integration of Romani People to The Social and Economical Life”. The data during the fieldwork are obtained rapid assessment techniques. The project is supported establishment of "Longlife Greenhouse Vocational Training Center" to serve Esenyurt and surroundings. In this way, purposed to serve for greenhouse and landscape training for Romani People in the area to provide employment at Esenyurt Municipality The Head Office of Park and Gardens, as well as in the gardens of luxury apartments nearby. The training is conducted with the residents of Fatih District at Esenyurt. And 61 pupils including 55 female 6 male volunteers had completed landscape and entrepreneurship training and looking forward the employment opportunities. Through the urban transformation, this study intended to present descriptive data about Romani People’s living conditions at Esenyurt Fatih District and aimed to refer the most significant problems of the community such as poverty, unemployment, illiteracy, lack of education and social exclusion.
