Afet ve acil yardım lojistiğinde yönetsel planlama önerisi: pandemi uygulaması

Özet
COVID-19 pandemisi, toplumsal hayat, ekonomik yapı ve afet yönetimi süreçleri üzerinde önemli etkileri olmuştur. Pandemi sürecinde yerel üretimde ve uluslararası taşımacılıkta yaşanan sıkıntılar tedarik zincirlerinde aksamalar yaşanmasına neden olmuştur. Pandemilerde tıbbi müdahale kritik rol oynamaktadır. Tıbbi müdahale ve afet yönetim çalışmalarının etkililiği lojistik hizmetlerin verimliliğine bağlıdır. Bu bağlamda, COVID-19 pandemisi Türkiye’nin afet müdahale yapılanması ve mevzuatları ile uyumlu, pandemi müdahale faaliyetlerine özgü lojistik planlamanın önemini göstermiştir. Bu çalışmada, öncelikle Türkiye’deki afet ve acil durum mevzuatı, farklı ülkelerdeki afet yönetim sistemleri, COVID-19 pandemisi müdahale çalışmaları incelenmiştir. Pandemi, afet yönetimi ve lojistiği alanında yapılan araştırmaları içeren bir sistematik derleme yapılmıştır. Ayrıca, afet çalışmaları konusunda 8 uzman ile bireysel görüşme yapılmıştır. Görüşmeler tematik analiz yöntemi kullanılarak incelenmiştir. Sistematik derlemeden ve bireysel görüşmelerden elde edilen bulgulara dayanılarak, pandemilerde komuta, taktiksel ya da operasyonel düzeylerde görev yapan kurum ve kuruluşların yönetsel yapılanmasına ilişkin önerilerde bulunulmuştur. Ayrıca, pandemilerdeki lojistik faaliyetlere ilişkin bir yönetsel yapılanma modeli oluşturulmuştur. Dağıtım gibi lojistik faaliyetlerin on hizmet grubu tarafından yürütülmesi planlamıştır. Modelde hizmet gruplarının görevleri ve sorumlulukları tanımlanmıştır. Önerilen yönetsel yapılanmanın afet lojistiği alanındaki akademik çalışmalara ve pandemilerde yürütülecek lojistik faaliyetlere katkı sağlayacağı düşünülmektedir.
COVID-19 pandemic had a significant impact on social life, economic structures and disaster management processes. The challenges in local production and international transportation during the pandemic resulted in disruptions of supply chains. Medical response plays critical role in pandemics. The effectiveness of medical response and disaster management activities is dependent on the efficiency of the logistics services. In this context, COVID-19 pandemic has revealed importance of logistic planning specific to pandemic response activities and compatible with Turkey’s disaster response structure and legislations. In this study, firstly disaster and emergency legislation in Turkey, disaster management systems in various countries and COVID-19 pandemic response activities were examined. A systematic review including the studies on pandemics, disaster management and logistics was conducted. Besides, interviews were conducted with 8 disaster experts. The interviews were examined with thematic analysis method. Based on the results of the systematic review and interviews, suggestions regarding the administrative structuring of the institutions and organizations at command, strategic and operational levels were proposed. An administrative structuring model concerning logistic activities in pandemics was developed. It was planned that the logistic activities such as distribution would be conducted by ten service groups. In the model, tasks and responsibilities of these service groups were defined. It is expected that the proposed model would contribute to studies on disaster logistics and logistic activities conducted during the pandemics.
