Özet
Bu çalışmada enerji güvenliği bütüncül bir yaklaşım ile çok boyutlu bir kavram olarak tespit edilip incelenmiştir. En genel yaklaşımıyla enerji güvenliğinin ülkelerin siyasi ve ekonomik şartları göz önünde bulundurarak enerji kaynaklarının ve menşe ülkelerin çeşitlendirilmesi, sürdürülebilir bir sistematik içerisinde, sürekli ve uygun fiyat mekanizmalarının geliştirilmesi olduğuna dikkat çekilmiş, üretim, iletim ve dağıtım faaliyetlerinin kontrollü ve devamlı bir şekilde enerji altyapı güvenliğinin sağlanarak sürdürülmesi hususlarına değinilmiştir. Bununla birlikte, her ülkenin kendi dinamikleri ve şartları olduğu bu çalışmada göz önünde bulundurulmuştur. Bu tanım kapsamında çalışmanın amacı; enerjide dışa bağımlılığı yüksek ve enerji alanında net tüketici olan Türkiye’nin, enerji görünümü ve birincil enerji talebine yönelik gelecek projeksiyonları göz önünde bulundurularak hazırlanan politika belgelerinin taranması ve bu politika belgelerinin hazırlanma sürecinde politika yapıcı ve belirleyici aktörlerin tespit edilmesi, bu aktörlerin süreçteki rollerinin tanımlanarak analizinin yapılmasıdır. Ayrıca, çok boyutlu doğası gereği enerji güvenliği politikalarının daha karmaşık hale gelmesi ve politikaların belirlenmesi için gerekli uzmanlığın sadece tek bir aktörde bulunamayacak olması gerçeğinden hareketle çalışmada sürece müdahil olması gereken tüm aktörlerin tespiti ve aralarındaki çok yönlü ilişki de incelenmiştir.
This study takes on a holistic approach to identify and elucidate energy security, situating it as a multidimensional concept. It defines energy security, in the widest terms, as the diversification of sources of energy and country of origin considering political and economic conditions of countries, and creating continuous, reasonable pricing mechanisms in a sustainably systematic approach. The study ponders on maintaining generation, transmission and distribution operations in a controlled and continuous manner by ensuring energy infrastructure security. Nevertheless, the fact that each country has their specific dynamics and conditions has also been considered. Under the scope of this definition, the study aims to conduct a literature review of published policies by taking into consideration the energy outlook and future projections regarding Turkey’s primary energy demand as a net consumer of energy with high dependency on imported energy. The study further strives to identify the key actors who formulate the policies assessed in the literature review, defining and analyzing their roles in the process. Moreover, the study identifies all actors whose involvement in the process is necessary and examines the interlinkages between them. Considering the fact that energy security policies have become increasingly interdisciplinary, given their multidimensional nature, energy security and the required specializations to determine its governing policies cannot be confined to a single actor only.
