Özet
Bu tez, 2002 ile 2020 yılları arasında Türkiye'de gerçekleştirilen yerel yönetim reformlarını inceleyen kapsamlı bir değerlendirme sunmaktadır. Yerel yönetimler, ülkenin idari yapısının önemli bir parçasını oluşturur ve halkın günlük yaşamına doğrudan etki eden hizmetleri sunar. Bu nedenle, Türkiye'de yerel yönetimlerin reformları, kamu hizmetlerinin kalitesini artırma, etkinliği ve verimliliği artırma ve yerel yönetimlerin demokratik işleyişini güçlendirme amacını taşımaktadır. Bu tez, Türkiye'de yerel yönetim reformları üzerine yürütülen çalışmaları, yasal düzenlemeleri, politika belgelerini ve uygulamaları literatür taraması ve içerik analizi yöntemleriyle incelemektedir. Bu kapsamda, 2002-2020 döneminde gerçekleştirilen yerel yönetim reformlarının ana hatları, etkileri ve uygulamada karşılaşılan zorluklar incelenmektedir. Bu tez, 2002'den 2020'ye kadar olan dönemde Türkiye'de yerel yönetimler alanında gerçekleştirilen önemli reformları ele almaktadır. Bu reformlar arasında yerel yönetimlerin mali kaynaklarının artırılması, yerel demokrasinin güçlendirilmesi, yerel hizmetlerin kalitesinin artırılması, yerel yönetimler arası işbirliğinin teşvik edilmesi ve yerel yönetimlerin merkezi hükümetle ilişkilerinin düzenlenmesi gibi konular yer almaktadır. Ayrıca, reformların yerel yönetimlerin işleyişine etkileri ve bu reformların demokratikleşme sürecine katkıları da ele alınmaktadır.
Türkiye'de 2002-2020 yılları arasında gerçekleştirilen yerel yönetim reformları, yerel yönetimlerin etkinliğini artırma ve demokratikleşme sürecine katkı sağlama amacı taşımaktadır. Ancak, bu reformların başarıya ulaşması için hala önemli zorluklarla karşılaşılmaktadır. Bu tez, Türkiye'de yerel yönetim reformlarının geçmişi, bugünü ve geleceği hakkında kapsamlı bir değerlendirme sunmaktadır ve bu alandaki gelecekteki çalışmalara ışık tutmaktadır.
This thesis provides a comprehensive evaluation of the local governance reforms carried out in Turkey between 2002 and 2020. Local governments constitute a significant part of the country's administrative structure and deliver services that directly impact the daily lives of citizens. Therefore, local governance reforms in Turkey aim to enhance the quality, effectiveness, and efficiency of public services and strengthen the democratic functioning of local governments. This thesis examines studies, legislative changes, policy documents, and practices related to local governance reforms in Turkey through literature review and content analysis methods. Within this framework, the main aspects, impacts, and challenges encountered in the implementation of local governance reforms between 2002 and 2020 are investigated. This thesis addresses significant reforms in local governance carried out in Turkey from 2002 to 2020. These reforms include increasing the financial resources of local governments, strengthening local democracy, enhancing the quality of local services, promoting cooperation among local governments, and regulating the relationships between local governments and the central government. Furthermore, it explores the effects of these reforms on the functioning of local governments and their contributions to the democratization process. Local governance reforms implemented in Turkey between 2002 and 2020 aim to enhance the effectiveness of local governments and contribute to the democratization process. However, these reforms still face significant challenges on their path to success. This thesis offers a comprehensive assessment of the past, present, and future of local governance reforms in Turkey and sheds light on future research in this field.
