Özet
Sağlık yapıları, tasarımı, yapımı, işletmesiyle teknolojik gelişimin, hızlı ve etkili olduğu yapılardır. Teşhis ve tedavi teknolojilerinin, ilaç ve kimya endüstrilerinin gelişmesi sağlık hizmetlerinin, dolayısıyla sağlık yapılarının değişmesine neden olmaktadır. Sağlık yapılarının tasarım-yapım-kullanım süreçlerine yönelik birtakım yasa ve yönetmelikler oluşturulur ve yapılar bunlara uygun olarak tasarlanır, yapılır ve denetlenir. Denetimin amacı ve buna uygun olarak da içeriği dünyada 'kalite' olarak tanımlanan birtakım standartları sağlamayı amaçlar. Bu nedenle, baş sorumlu olarak Sağlık Bakanlığı, hem tasarıma hem de hizmet kalitesine yönelik standartlar koymuştur. Uluslararası düzeyde de denetim kurumları vardır. Dünyada kaliteli hizmet verdiğini kanıtlamak isteyen sağlık kurumları, uluslararası akreditasyon kuruluşları tarafından akredite olmayı talep ederler. Bu sayede hizmet kalitelerini akreditasyon belgesiyle ispatlamış olurlar. Bu belgeyle, küreselleşen sağlık sektöründe, dünyanın her tarafından gelecek 'hasta'ya hizmet vermeyi amaç edinirler. Uluslararası bir akreditasyon kuruluşu olan Joint Commission International (JCI), ülkemizde Acıbadem Sağlık Kurumu'nun bazı hastanelerini akredite etmiştir. Bu tezde Acıbadem Hastaneleri'nin akredite olan yapıları, JCI ve Sağlık Bakanlığı Hastane Hizmet Kalite Standartları ile değerlendirilmişlerdir. Böylece bu standartların sağlık yapısı tasarımını ve sağlık hizmetini nasıl etkileyeceği değerlendirilmiş ve bir dönem tespiti yapılmıştır.

A number of laws and regulations are planned, enacted and supervised for the design-construction-usage of health facilities. The purpose and content of control agrees to stipulate various standards which are known as 'quality' in the world. Therefore, the Ministry of Health has put on standards for both design and quality of service as the head in charge. There are audit institutions at the international level. In the world the health institutions, that want to prove their capability in providing quality service, request to be accredited by international accreditation organizations. In this way, they prove the quality of their service with a certificate of accreditation. With this certificate they aim to serve to the patients that would come from all over the world and make a profit in this global health sector. Joint Commission International (JCI) which is an international accreditation organization has accredited some hospitals of Acıbadem Health Authority in our country. In this thesis, the accredited facilities of Acıbadem Hospital have been evaluated by JCI and the Ministry of Health Hospital Quality of Service standards. Thus, how these standards will affect health facility design and health care have been evaluated and a period detection have been made.
