Abstract
Bu Tezin amacı, Soğuk Savaş dönemi sonrası dünyada etnikle bağlantılı Milliyetçi halk hareketlerinin sonucunda Kuzey Iraktaki Kürtlerin ABD ile ilişkisinin Analiz edilmesidir. Aynı zamanda Kürtlerin ABD’de oluşturduğu gruplarla Amerikan Dış politikasına yaptığı değişiklikler irdelenmektedir. Bu çalişmada, Uluslararası sistem açısından değerlendirildiğinde Soğuk Savaş sonrası dönemin son on sekiz yılına denk geldiğini söyleyebileceğimiz tarihsel çerçeve içerisindeki temel parametreler değerlendirilmeye çalışılmıştır. Çalışma ayrıca kurum analizi niteligide taşımaktadır. Bu yıllar içerisinde ABD’nin dış politikasına yön vermiş olan Kürtlerin dönem içerisindeki tutum ve davranışları incelenmiştir. Yine çalışmada 2003 Irak Savaşı sonrası Tezkereler süreci olarak adlandırdığımız bu dönem çerçevesinde Türkiye’nin ABD dış politikasına olan etkileri irdelenmiştir. Bu araştırmanın kapsamı, 2000-2008 yılları arasında ABD’nin Türkiye üzerinden PKK incelenmiştir. Bu kapsamda 2003 Irak Savaşının Iraklı Kürtlere etkileri incelenmiştir. Kaynak eser olarak; kitap, dergi ve gazete gibi materyallerden faydalanılmıştır.
The objective of this thesis is to analyze the relation of the Kurds in the Northern Iraq with the USA in terms of the nationalist popular movements in the world subsequent to the Cold War era. At the same time, the changes made by Kurds in American foreign policy by virtue of the groups they have created in the USA is discussed. In this study, we tried to evaluate the basic parameters within the period corresponding to the eight years of the post-Cold War era in the historical framework when evaluated in the international system. The study also has the nature of an institutional analysis. The attitudes and behaviors of the Kurds within the period, who have directed US foreign policy in these years has been examined. Furthermore, Turkey's effects on the USA’s foreign policy were examined in this period following the 2003 Iraq War which we have called the period Official Messages in the study. The US’s PKK relation in Turkey between 2000 and 2008 has been examined within the purview of this research. In this context, the influence of the 2003 Iraq War on Iraqi Kurds was also examined. Materials such as books, magazines and newspapers have been utilized as source work.
