Özet
Türkiye’de 2006 yılında yürürlüğe giren 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile beraber kamu idarelerinde stratejik yönetim anlayışı uygulanmaya başlanmıştır. Bu yeni yönetim anlayışı stratejik planlamaya, ve stratejik amaç ve hedeflerle uyumlu hazırlanması gereken performans programlarına dayanmaktadır. Bu çalışmada içerik analizi yöntemini kullanarak, Türkiye’de 1992 yılında kurulan 23 devlet üniversitesinin 5018 sayılı Kanunun kabulünün ardından hazırladıkları ilk stratejik planlarla ilişkili performans programları incelenmiştir. Bu kapsamda üniversitelerin performans programlarında yer alan performans göstergelerinin hangi başlıklar altında kümelendikleri gösterilmiştir. Böylelikle, bu çalışmanın Türkiye’de 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunun yürürlüğe girmesinden sonra üniversitelerin performans programları düzeyinde yapılan ilk kapsamlı içerik incelemesidir. Elde edilen bulguların stratejik planlama sürecinde üniversitelere yol gösterici olacağı öngörülmektedir.
With the Public Finance Administration and Control Law numbered 5018 that went into effect in 2006, the strategic management approach started to enforce in public administrations in Turkey. This new management approach is based on strategic planning and performance programs that should be prepared in line with strategic goals and objectives. The current study aims to examine performance programs related to the very first strategic plans of 23 Turkish public universities founded in 1992 prepared after the implementation of the Law of 5018 by using content analysis method. In this context, performance indicators of universities were clustered under general topics. Therefore, it is important to note that this study is the first comprehensive content analysis studying performance programs of universities after the Public Finance Administration and Control Law numbered 5018 went into effect in Turkey. It is foreseen that the findings can guide the universities during their strategic planning process.
