Özet
Gecekondu, kentleşme sorunu olan tüm ülkelerde olduğu gibi ülkemizin de en büyük sorunlarından biri durumundadır. Hızlı şehirleşme ve yoğun göç sebebiyle konut açığı hızlı bir şekilde büyümektedir. Buna karşılık geçmişten bu güne kadar alınan tedbirler yetersiz kalmış birçoğu uygulanamamıştır. II. dünya savaşı sonrası 1950’li yılları takip eden süreçte göçler sebebiyle İstanbul'da, konut problemleri ortaya çıkmış, devletin konut politikasındaki belirsizlikler yüzünden, herhangi bir plana sadık olmayan, kentin çeperlerinde yer tutmuş gece kondu diye tabir edilen konut birimleri oluşmaya başlamıştır. Araştırmamız, İstanbul’da oluşturulan gecekondu önleme bölgeleri örnekleri arasından seçilen Tozkoparan Mahallesinin sosyal, ekonomik ve fiziksel açıdan irdelenmeye çalışılmıştır. Bu bağlamda konuyla ilgili araştırmalar yapılarak, yerel ve mahalli idari birimlerle görüşülerek, çalışma alanı içerisinde bulunan kullanıcılarla bire bir görüşme ve anket çalışması yapılarak elde edilen sonuçlar ortaya konmuştur.
The slums are one of the biggest problems of Turkey similar to all the countries having urbanization problems. The housing deficit has been growing quickly because of rapid urbanization and intensive immigration. However; the past and the present measures taken had been inadequate and most of them difficult to apply in practice. After the second world war and during the 1950s, housing problems had increased and because of the mass migrations to İstanbul an suburban of the city quickly turned into “slum” due to lack of plans from the state and the uncertainties of housing policy. In this study, the social, economic, and physical aspects of Tozkoparan Neighborhood, selected from Slum Prevention Zone Samples in İstanbul, had been scwas evaluated. Interviews with local administrative units and surveys with the residents in the region of interest was conducted.
