dc.description.abstractKoalisyon olgusu Türkiye tarihinde sıkça karşılaştığımız bir olgudur. Koalisyon Hükümetleri ilk olarak 1960’lı yıllarda ortaya çıkan hükümet krizinde bir çözüm yolu olarak denenmiş olmakla birlikte 1970’li ve 1990’lı yıllarda da karşımıza çıkmıştır. Bu çalışmanın amacı koalisyon olgusu ile birlikte özel olarak 1970 sonrası Türkiye’de kurulan Koalisyon hükümetlerinin demokrasi anlayışını irdeleyerek bir noktaya ulaşmaktır. Koalisyon Hükümetleri çoğunluk hükümetlerinin kurulmasının zor olduğu durumlarda bir alternatif olarak görülmüş bir yöntem olmakla birlikte koalisyon oluşturan siyasi partiler birtakım sorunlar yaşamıştır. Tezin ilk bölümünde koalisyon olgusu, koalisyon hükümetlerinin nitelikleri, parti ve seçim sistemleri irdelenmiştir. İkinci bölümde 1970-1980 yılları arasında kurulan koalisyon hükümetlerinin demokrasi konusunda attığı adımlar, demokrasi alanında karşılaştığı sorunlar, kurulan koalisyonun demokrasiye katkılarına yer verilmiştir. Üçüncü bölümde ise 1990-2000 yılları arasında kurulan koalisyon hükümetlerinin demokrasiyi sağlamlaştırmak için gerçekleştirdiği icraatlar, bu icraatların sonuçları, bu dönemde kurulan hükümetlerin demokrasi özelinde karşılaştığı sonuçlar aktarılmıştır.en_US
dc.description.abstractThe phenomenon of coalition governments is a prevalent phenomenon in Turkey’s history. Having first emerged as solution method during the government crises of the 1960s, it has also been widespread in the 1970s and 1990s. The aim of this study is to reach a conclusion by analyzing both the phenomenon of coalitions, and the understanding of democracy in coalition governments formed in Turkey after 1970. Coalition governments have traditionally been seen as an alternative method in cases where a majority government was unable to be formed - though problems have also been widespread between the different political parties forming coalitions. Even though the main aim in these governments were shown to be “materializing democracy”, the ultimate goal has been staying in power. The first section of the thesis is an analysis of the coalition phenomenon, the qualities of coalition governments and party and election systems. The second section includes an account of the democratic steps taken by the coalition governments formed in Turkey between 1970 and 1980, as well as the problems faced by and the accomplishments made by these coalition governments. The third section covers the accomplishments of the coalition governments formed between 1990 and 2000 to enhance democracy, the results of these contributions and the problems faced by these governments in terms of democratization.en_US
