dc.description.abstractBir ülkenin siyasi ve ekonomik yapısı, sosyal güvenlik sistemini de doğrudan etkilemektedir. Çalışanların ve toplumu oluşturan bireylerin gelecek kaygısının olmaması o devletin refah içinde olduğunun önemli bir göstergesidir. Çalışanların sosyal güvenliğinin sağlanması insan kaynaklarının asli görevidir. Kayıt dışı ekonominin etkenlerinden birisi de kayıt dışı istihdam olup istihdamın kayıt altına alınması piyasada tam rekabet koşullarının oluşmasına yardımcı olabilecektir. Kayıt dışı işçi çalıştıran işletmeler vergi, SSK, işsizlik sigortası kesintileri gibi ödemeler yapmadığı için kayıtlı işçi çalıştıran işletmeler karşısında rekabet avantajina sahip olabilecektir. Eğer bu aşamada denetim mekanizması devreye girmezse yasaların bir bağlayıcılığı olmayacak ve ekonomide mevcut işletmeler de kayıt dışılığa yönelmeye başlayacaktır.Denetim; kurum ve kuruluşların nerede olduklarını, önceden saptanan plan ve programdan sapmalar olup olmadığını görebilmeleri ve hataları en aza indirip verimliliği, karlılığı artırabilmeleri için olmazsa olmaz unsurdur. Sosyal sigorta denetimi çalışanların sosyal güvenliğini sağlamak, haksız rekabeti önlemek, Kurumun prim kaybını en aza indirmek, sosyal tarafları bilinçlendirmek gibi amaçlarla yapılan kamusal dış denetim yöntemidir. Asgari işçilik incelemesi ise kendine özgü kıstasları, yöntemleri olan detaylı bir denetim türüdür. Bu çalışmada seçilen bir dershanede asgari işçilik incelemesi yapılmış, işyerinin kapasitesine göre çalıştırılması gereken öğretmen ve diğer personel sayısı ile Sosyal Sigortalar Kurumu'na bildirilmesi gereken sigorta primine esas kazanç tutarları tespit edilmiştir. en_US
dc.description.abstractThe political and the economic structure of a country directly affects the social security system of acountry. That employees and individuals comprising society have no worry about their futures is an important indication for that the country prevails welfare economy. Providing social security to workers is the main duty of human resources management. One of the factors of the unregistered economy is unregistered employment, and the registration of unregistered employment would help secure the conditions of exact competition. Because the enterprises which employ unregistered workers pay no taxes and social insurance premiums, they have an advantage over enterprises which do not have unregistered workers. If the mechanism of inspection is not taken into effect at that point, code of laws is not going to exist in force and existing businesses is going to be able to intend to employ workers without registration.Inspection is of great importance for institutions to see the diversions from what has been planned and where they are and hence to minimize the errors and increase the productivity and rantability. Social security inspection which is a public external audit, aims to provide workers with social security, to prevent unfair competition, to minimize the social insurance premium loss of the Institution and to raise consciousness of social partners. minimum workmanship Inspection is a comprehensive inspection which has special criteria and methods. In this study, we have inspected a minimum workmanship Inspection at a business on a selected course enterprise and recognized the number of instructors and other stuff reguired given a production capacity, also the amount of base wages on which social security premiums are calculated and transferred to The Institutions of Social Insurance.en_US
