| dc.description.abstract | Amaç ve Kapsam: Çalışmanın amacı çocuklarda sosyal dışlanmanın yarattığı toplumsal riskleri ortaya koymak ve bu toplumsal riskleri kümülatif kılan bileşenleri ele almaktır. Ayrıca Türkiye'de çocuklarda sosyal dışlanma ile mücadelede atılan adımların değerlendirilmesi amaçlanmaktadır. Kuramsal/Kavramsal Çerçeve: Ekonomik sıkıntı, sosyal haklara erişimde yetersizlik, sınırlı sosyal katılım ve ilişkisel dışlanma olmak üzere dört alt boyuttan oluşan çocuklarda sosyal dışlanma, kaynak, fırsat ve şanslara fırsatlara erişimlerini sınırlayarak refahlarını önemli ölçüde etkilemekte ve çocuklar açısından uzun vadede dezavantaj oluşturmaktadır. Bu dezavantajlı olma hali çocukların gelişimlerini etkileyebildiği gibi yetişkinlik dönemlerinde de onları toplumsal risklere maruziyet açısından hassas bir konuma itmektedir. Sosyal dışlanma çocukların işlevselliklerini zedelemekte, sağlık ve eğitim hizmetlerine erişimlerini sınırlamakta, kültürel sermayelerini kısıtlayarak dezavantajlı olma halini kronikleştirmekte, toplumsal katılım süreçlerini sekteye uğratarak görünürlüklerini azaltmakta, sosyal aksamalara ve sosyal anomilere neden olmaktadır. Bahsi geçen toplumsal riskler kümülatifleşerek hem çocuk hem de toplum için aşılması zor sonuçlara neden olmaktadır. Türkiye'de çocukları sosyal dışlanmadan korumayı amaçlayan birtakım politika ve uygulamalar hayata geçirilmiştir. Türkiye öncelikle Çocuk Hakları Sözleşmesi başta olmak üzere çocukları koruyucu uluslararası sözleşmelere taraf olmuştur. Ulusal mücadele kapsamında ise 2828 sayılı Sosyal Hizmetler Kanunu ve 5395 sayılı Çocuk Koruma Kanunu çocukları sosyal dışlanmadan ve yarattığı risklerden korumayı hedeflemektedir. Orta Vadeli Programların bazılarında "Sosyal İçerme ve Yoksullukla Mücadele” başlığı altında çocuklarda sosyal dışlanmayla mücadele konusu yer almıştır. Aile ve Sosyal Hizmetler Bakanlığına bağlı Sosyal Uyum Daire Başkanlığı çocukları sosyal dışlanmadan korumak için önemli görevler üstelenmektedir. Sonuç: Çocuklarda sosyal dışlanma ile mücadelede hayata geçirilen politika ve uygulamaların olumlu etkilerinin sınırlı olduğu söylenebilir. Çünkü bahsi geçen politika ve uygulamalar çocuklarda sosyal dışlanmaya ve yarattığı toplumsal risklere dair kalıcı çözümler sunmaktan ziyade palyatif sonuçlar vermektedir. | |
| dc.description.abstract | Aim ana Scope: 1 he study aims to reveal the social risks created by social exclusion in children and address the components that make these social risks cumulative. It also seeks to evaluate the steps taken in Türkiye to combat social exclusion among children. Theoretical/Conceptual Framework: Social exclusion in children, which consists of four subdimensions: economic distress, inadequate access to social rights, limited social participation and relational exclusion, significantly affects their well-being by limiting their access to resources, opportunities and chances and creates disadvantage for children in the long term. This disadvantaged state of being can affect children's development and make them vulnerable to social risks in adulthood. Social exclusion damages children's functionality, limits their access to health and education services, limits their cultural capital, chronicizes their disadvantages, interrupts their social participation processes, reduces their visibility, and causes social disruptions and social anomalies. These social risks become cumulative and lead to consequences that are difficult to overcome for both the child and society. Türkiye has implemented a number of policies and practices aimed at protecting children from social exclusion. Türkiye has become a party to international conventions protecting children, particularly the Convention on the Rights of the Child. As part of the national response, Social Services Law No. 2828 and Child Protection Law No. 5395 aim to protect children from social exclusion and the risks it creates. In some Medium Term Programs, the issue of combating social exclusion of children is included under the title of "Social Inclusion and Combating Poverty". The Department of Social Cohesion under the Ministry of Family and Social Services undertakes important tasks to protect children from social exclusion. Conclusion: It can be said that the positive effects of policies and practices implemented in the fight against social exclusion in children are limited. This is because these policies and practices give palliative results rather than providing permanent solutions to social exclusion and the social risks it creates. | |
