Özet
Bu tez çalışmasında, dünyada ve ülkemizde hızla gelişen hava ulaştırma sisteminin ve buna bağlı olarak talebin hızla arttığı havalimanı işletmeciliğinin tarihsel gelişimi incelenerek, Türkiye'deki mevcut bazı havalimanlarının mülkiyet ve işletme durumları üzerinde araştırma yapılmıştır. Sivil havacılık sektörünün temel unsurlarından hava seyrüsefer hizmetlerinin sağlanması ve havalimanı işletme hizmetleri, Türkiye'de Devlet Hava Meydanları İşletmesi (DHMİ) tarafından yürütülmektedir. Sivil hava trafiğine açık 55 havalimanından 49 adedi fiilen işletilmektedir. Bu havalimanlarının mülkiyetlerinin neredeyse tamamı DHMİ'ye aittir. DHMİ bu havalimanlarından bazılarını son yıllarda Yap-İşlet-Devret (YİD) modeli ile kısıtlı devlet kaynaklarını kullanmadan özel sektöre finanse ettirerek faaliyete geçmesini sağlamaktadır. YİD modeli ile Türkiye gibi gelişmekte olan ülkeler finansman kaynağı sağlayan özel sektörün tecrübe ve teknolojik imkânlarından faydalanma imkânına sahip olurlar. Bu bağlamda YİD modeli detaylı olarak incelenmiştir. Mevcut durumu belirlemek ve ortaya koymayı amaçlaması bakımından betimsel bir çalışmadır. Bu nedenle çalışma nitel araştırma yöntemiyle hazırlanmıştır.
In this thesis, the historical development of the rapidly developing air transportation system in the World and our country, and airport operation, Turkey is done research on the current property and business status of some airports. Provision of air navigation services from the basic elements of civil aviation sector and airport operation services carried out by General Directorate of State Airports Authority (DHMI). 49 airports from 55 airports open to civil air traffic are actually operated by DHMI. Almost all of the properties of these airports belong to the DHMI. DHMI has been providing some of these airports in recent years by financing the private sector without using the limited resources of Build-Operate-Transfer (BOT) method. BOT method and will have the opportunity to benefit from the experience and technological capabilities of private sector in developing countries such as Turkey providing funding source. In this regard, BOT method has been examined in detail. This study was prepared by literature search and archival research method.
