Özet
Belediyeler, sınırları içinde yaşayan vatandaşların genel ihtiyaç ve isteklerinin karşılanması için hizmet üreten ve bu çalışmaları yerinden yöneten kuruluşlardır. Belediye hizmetlerinde kamu menfaatleri öncelikli olarak ele alınmalıdır. Belediye sınırları içinde yaşayan vatandaşların huzur ve refah içinde yaşamaları için gerekli çalışmaları yaparak hizmet sunarlar. Dolayısıyla toplumun sağlığı, eğitimi, kültürü ve bunların vatandaşların yararına yürütülebilmesi için karşılıklı iletişim sürecinin oluşturulması belediyelerin sosyal sorumluluk çalışmaları arasında sayılabilir. Bu çalışmada sosyal sorumluluk ilkesi, belediye kuruluşları açısından ele alınmış ve İstanbul Büyükşehir Belediyesinin uygulamaları değerlendirilmiştir. Yapılan incelemede İstanbul Büyükşehir Belediyesinin eğitim, sağlık ve kültür alanında sosyal sorumluluk bilinciyle verilen hizmetleri incelenerek çalışmaların süreçleri ve sonuçları değerlendirilmiştir.
Public institutions are non-profit organizations. In this regard, Public institutions primarily serve to take the social benefit into consideration. But mostly, the principle of social benefit is defined differently by different institutions. Social Responsibility is interpreted in different forms by similar services. Therefore, public institutions that serve based on social responsibility improve their legitimacy and productivity. The public institutions as it is main foundation of the institutional continuity and continuous development have to be susceptible to the needs and demands of the society. Municipalities are foundations of decentralization generating the service to meet general need and desire of citizens located in town. The public benefit must be priority of the municipality service. Thereby, society health, education, culture and forming a communication process based on mutual interaction can be expressed among social responsibility fields of municipality. This dissertation/thesis deals with the social responsibility concept in terms of the public institutions, in addition, practices of the Istanbul Metropolitan Municipality have been evaluated in relation to this approach. In this investigation, it has been concluded that there are examples of work required for health, education, culture and providing the mutual interaction among municipality-citizen in Istanbul Metropolitan Municipality.
