Özet
Kurumların bilgi teknolojileri altyapılarını yönetmeleri ve hızlı değişen ortam şartlarına uyum sağlayabiliyor olmaları bulunduğumuz bilgi çağında oldukça önem arz etmektedir. Endüstri, bu ihtiyaçlara yanıt verebilmek için çeşitli teknolojiler üretmektedir. Günümüzde sanallaştırma ve bir sonraki adımı bulut çözümleri bunlara güncel iki örnektir. Bulut her ne kadar popüler olsa da, buluta taşınma için ideal bir yöntem bulmak hem ticari şirketlerin hem de akademik dünyanın incelediği önemli konulardan birisi olmuştur. Ancak yaşanan deneyimler, üretilen çözümlerin halen tam uygun olmadığı yapıların bulunduğunu ve yeni bir yöntem geliştirme gerekliliğini göstermiştir. Bu tez çalışması temelde üç bölümden oluşmaktadır; bulut hakkında derli toplu bir bilgilendirme yapıldıktan sonra bulut geçişi ele alınmıştır. Buluta geçmeye karar veren kurumların, envanterlerindeki hizmetleri geçişe uygunluk açısından değerlendirebilmeleri ve geçiş sırası oluşturabilmeleri için gerçek bir çalışmada kullanılmış olan bir yöntem geliştirilmiştir. Son bölümde ise buluta geçiş öncesinde ve sonrasında kurumların bulut olgunluk derecesini ölçmede kullanılabilecek bir değerlendirme çalışması yapılmıştır.
The fact that the institutions manage the information technology infrastructures and adapt to the rapidly changing environmental conditions is very important in the information age. To meet these needs, the industry has produced various technologies. Nowadays, virtualization and cloud are two current examples of such solutions. Although the cloud is popular, finding the ideal method for moving to the cloud has been one of the important issues that both commercial companies and the academic world have studied. However, experiences have shown that there are structures where the solutions produced are still not fully suitable and that a new method has to be developed. This thesis is basically composed of three parts; After a clear information about the cloud, cloud transition was discussed. A method has been improved which is used in a real study to define and assess the services of enterprises in terms of cloud compatibility. In the last chapter, an evaluation study that can be used to measure cloud maturity of institutions before and after the transition to cloud has been made.
