dc.description.abstractVatandaşın haklarının ihlal edilmesi durumunda güvenliği sağlaması gereken polislerin bazılarının olaylara sert müdahale ettiği, vatandaşa karşı olan kaba tutumlar sergilediği ve üniformayı istismar ederek maddi menfaat sağladıkları artık bilinen bir geçektir. Ülkemizde de polis okullarında insan hakları ve etik dersleri eğitim programına eklenerek, polislerin etik dışı davranışları önlenmeye çalışılmış, fakat henüz istenen sonuçlar alınamamıştır. Yapılan tezde insan haklarının çeşitlerine göre korunması için bireysel olarak etiğe uygun yapılabilecek davranışlara dikkat çekilmeye çalışılmıştır. Ayrıca tezde insan haklarının koruyucu olması gereken Devletin en önemli güvenlik görevlilerinden olan polislerin yapabilecekleri etik dışı davranışların önlenmesi için, meslek öncesi te meslek içindeki eğitim faaliyetleriyle ilgili öneriler getirilmiştir.en_US
dc.description.abstractIt is a fact that at present the police, which is expected to protect the citizens in cases of violation of their human rights, sometimes interferes to event violently, behaves rudely toward the citizens and taking advantage of his or her uniform, secures for himself or herself unlawul material gains. Ethics and human rights courses were introduced in the curriculum of police schools inorder to fight aganist such behavior; however, this education has not produced the expected results yet. This study aims at highlighting ways of acting which make possible for the police to behave ethically as an individual while exercising the profession. Taking into consideration that the state has to be the principal protector of human rights, this study also makes a number of suggestions concerning the prevention of unethical conduct for the pre-service and inservice training of the police.en_US
