Yerel siyaset ve katılımcılık: Kastamonu’da siyasi söylemlerin toplantılarında oy tercihi tercihine etkisi / Local politics and participation: the impact of political discourses on individuals’ voting preferences in Kastamonu

Bu tez çalışması, Kastamonu ili örneğinde seçmen bireylerin ulusal ve yerel seçimlerde oy verme davranışlarını etkileyen faktörleri incelemektedir. Çalışmanın temel amacı, oy verme davranışını geleneksel eğilimler, toplumsal çevre, medya etkisi ile yerel ve ulusal düzeydeki siyasal dinamikler bağlamında analiz etmektir. Demokratik toplumların işleyişinde merkezi bir rol üstlenen oy verme davranışının hem seçmen hem de aday profilleri üzerinden anlaşılmasına katkı sunması bakımından çalışma önem arz etmektedir. Araştırmanın evrenini Kastamonu ili oluşturmaktadır. İl genelinde gözlemlenen ideolojik çeşitlilik ve seçmen davranışlarındaki değişkenlik çalışma alanının belirlenmesinde etkili olmuştur. Örneklem grubu, amaçlı örnekleme yöntemiyle seçilmiş olup Kastamonu’da ikamet eden seçmen bireyler ile aktif siyasal yaşamda yer alan önde gelen yerel aktörlerden (siyasetçiler, sivil toplum kuruluşu temsilcileri, il genel meclisi ve belediye meclisi üyeleri) oluşmaktadır. Araştırma, karma yöntem desenine sahiptir. Nicel veri toplama sürecinde, Kastamonu’da oy kullanmış 500 seçmene anket uygulanmıştır. Nitel veri toplama sürecinde ise derinlemesine görüşme tekniği ile 61 katılımcıdan veri elde edilmiştir. Görüşmeler, geçmişte ya da günümüzde Kastamonu’da siyasetle doğrudan ilişkili olan kişilerle gerçekleştirilmiştir. Çalışmada elde edilen bulgular yerel siyasi seçimlerde seçmen için adayın kim olduğunun ideolojik tercihlerinden önce geldiği, ulusal siyasi seçimlerde seçmenler için kişisel ideolojinin ve siyasi kimliğin oy tercihinde ilk belirleyici olduğu ve ideolojinin, siyasi kimliğin aileden aktarılan bir siyasi miras olarak öne çıktığını göstermektedir.

This thesis examines the factors affecting the voting behavior in national and local elections in the case of Kastamonu province. The main purpose of the study is to analyze voting behavior in the context of traditional tendencies, social environment, media influence and political dynamics at local and national levels. The study is important in terms of contributing to the understanding of voting behavior, which plays a central role in the functioning of democratic societies, through both voter and candidate profiles. The population of the study consists of Kastamonu province. The ideological diversity observed throughout the province and the variability in voter behavior were effective in determining the study area. The sample group was selected by purposive sampling method and consists of voters residing in Kastamonu and prominent local actors (politicians, representatives of non-governmental organizations, members of the provincial general assembly and municipal council) who take part in active political life. The research has a mixed method design. In the quantitative data collection process, 500 voters who voted in Kastamonu were surveyed. In the qualitative data collection process, data were obtained from 61 participants through in-depth interviews. The interviews were conducted with people who were directly involved in politics in Kastamonu in the past or present. The findings of the study indicate that for voters in local political elections, who the candidate is comes before their ideological preferences, for voters in national political elections, personal ideology and political identity are the first determinants of vote choice, and ideology and political identity come to the fore as a political heritage passed down from the family.
