dc.description.abstractAccording to the UN Charter, the UN Security Council "shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations or decide what measures shall be taken in accordance with Articles 41 and 42 to maintain or restore international peace and security." However, past experience of the UN regulation of conflicts does not reflect the ideal official version.en_US
dc.description.abstractBM Sözleşmesine göre, BM Güvenlik Konseyi "barışa karşı herhangi bir tehdidin, barış ihlalinin, veya saldırı hareketinin varlığını tespit etmeli ve önerilerde bulunmalı, ya da 41 ve 42. maddelere göre uluslararası barış ve güvenliği sürdürmek ya da iyileştirmek için hangi tedbirlerin alınacağına karar vermelidir". Buna rağmen, BM çatışma düzenlemesinin geçmiş deneyimleri ideal resmi versiyonu yansıtmamaktadır. Kosova ve Ruanda vakaları BM'in çatışmalara daha ziyade seçici bir şekilde müdahale ettiğini göstermektedir.en_US
