Özet
21. yüzyıl sosyal ve ekonomik değişimleri de beraberinde getirmiştir. Kültürel, ekonomik ve politik globalleşme artarken, bilimsel ve teknolojik alandaki gelişmeler uluslararası entegrasyonu ve iş birliğini geliştirmiş, değişime büyük katkı sağlamıştır. Yeni jenerasyonu bilgi toplumuna hazırlamak ve sunmuş olduğu imkânlardan faydalanmalarını sağlamanın önemi yadsınamaz bir gerçek olarak görülmektedir. Bilginin artan üretimi, paylaşımı ve her formunun uygulanması ekonomik ve kültürel kalkınmaya etki etmektedir. Bilgi, kişisel ve mesleki gelişimin itici gücü olarak görülmektedir. İnsanlar bilgi edindiği, öğrenme becerileri kazandığı ve bunları anlamlı kullanım için yetkinliğe dönüştürdüğünde yalnızca ekonomik ve teknolojik ilerleme sağlamaz aynı zamanda kişisel memnuniyet ve refah da elde edilir (Eurydice, the information network on education in Europe, 2002). Bu araştırmada Türkiye'de gelecekte iş hayatına atılacak bugünün öğrencilerinde aranacağı düşünülen 21. yüzyıl becerileri algılarına Uluslararası Bakalorya Diploma Programı'nın etkisi araştırılmıştır. Uluslararası Bakalorya Diploma Programı ve Milli Eğitim Bakanlığı Ulusal Öğretim Programı arasında öğrencilerin bu beceri algı düzeyleri arasında fark olup olmadığı sorgulanmıştır. Araştırmada Uluslararası Bakalorya Diploma Programı uygulayan dört lisede öğrenim gören 12. sınıf öğrencilerine 21. yüzyıl becerilerini bilişsel, duyuşsal ve sosyo-kültürel alt boyutta ölçen 33 maddelik anket uygulanmıştır. Anket verileri SPSS programı ile analiz edilmiştir. Beş uluslararası Bakalorya Diploma Programı ve beş Ulusal Program öğrencisi ile yapılan görüşmelerden elde edilen veriler, bulguları desteklemek amacı ile kullanılmıştır. Araştırma sonucunda Uluslararası Bakalorya Diploma Programı öğrencilerinin 21. Yüzyıl becerileri düzeylerine ilişkin algılarının ulusal program öğrencilerine göre daha yüksek olduğu sonucuna varılmıştır. Uluslararası Bakalorya Programı öğrencileri ile ulusal programda eğitim gören öğrencilerin 21. Yüzyıl beceri algılarının karşılaştırması sonucu en yüksek fark %8 ile bilişsel boyutta görülürken, sosyokültürel boyutta fark %3.6, duyuşsal boyuttaki fark ise en düşük ve %2,6 olarak Uluslararası Bakalorya Programı lehine görülmüştür.
21st century brought along social and economic changes with it. As the cultural, economic and political globalization has increased, the development in scientific and technological fields enhanced international integration and cooperation and made great contribution to these changes. The importance of preparing the next generation to information society and to make use of the opportunities that it offers is seen as an undeniable fact. The increasing production, sharing and application of all forms of knowledge affect the creation of economic and cultural development. Knowledge is seen as the driving force of personal and professional development in 21st century.When people acquire knowledge and learning skills and turn them into competences for meaningful use, not only economic and technological progress but also personal satisfaction and prosperity are achived . (Eurydice, 2002). In this study, in Turkey the effect of International Baccaluarete Diploma Program on the perception of the students about the 21st century skills which are deemed necessary in today?s students, who will participate in business life in the future, was explored. It was questioned whether there is a difference between the International Baccaluarete Diploma Programme and Ministry of National Education Program in helping students to gain the perception of these skills. In the research, a 33-items questionnaire which measures the 21st century skills in cognitive, affective and socio-cultural sub-categories was applied to 12 graders in four high schools which apply both International Baccaluarete Diploma Programme and Ministry of National Education Program. The survey was evaluated by SPSS program. The data obtained from the interviews with five International Baccaluarete Diploma Programme and five Ministry of National Education Program students were used to support the findings. As a result of the research, it was concluded that the perception of the students educated in International Baccalaureate Programme in Turkey on 21st century skills level is higher than the national program students. As a result of the comparison of 21st century skill perception of International Baccaluarete Programme students and students studying in National Program, the highest difference was seen in perception of cognitive skills with 8%, followed by sociocultural skills with 3.6% and the difference in affective skills was lowest 2.6% in favor of the International Baccalaurete Programme.
