dc.description.abstractYönetim, yaşama kültürünün bir ürünüdür. Yerel yönetimlerde yönetim geleneğinin oluşması önem taşımaktadır. Ancak, ülkemizde yerel yönetimlerde geleneklerin oluşması zaman almıştır. Yerel yönetimlerin geleneklerden yeni süreçlere geçmesi ise hiç kolay olmamıştır. Çünkü yenilik süreçleri yönetimin demokratikleşmesi amacıyla yapılmamış aksine merkezi yönetimlerin kolay yoldan vergi toplayabilmesi ve güçlü olabilmeleri için yapılmıştır. Tüm bu gelişmeler, toplumun yerel yönetimlerden beklentilerine cevap veremediği için demokrasilerinde etkinlik ve verimlilik sorunları devam etmektedir. Yerel yönetimlerde ve demokrasilerinde etkinlik ve verimliliğin sağlanması şeffaf, katılımcı, yenilikçi ve denetlenebilir bir sistemin kurulmasına bağlıdır. Bu çalışmada, yerel yönetimler ve demokrasileri ile ilgili bilgi verilmekte ve sonrasında yerel yönetimlerin demokrasilerinde verimlilik artırmaya ve sorunlarına çözüm bulmaya ilişkin bakış açıları ortaya konulmaya çalışılmaktadır.en_US
dc.description.abstractManagement is a product of the cultural life. The formation of the management tradition is important for local government. However, it has been taken a long time for the formation of the traditions of local government in our country. On the other hand, It has not been easy at all from the traditional local government to pass new processes. Because new innovation processes do not to improve the democratization of managements, but it is used to collect the tax, and to have power in easy way for the central government. It is still continuing efficiency and productivity problem for the democracies, because all of these developments do not answer the expectations of local authorities. It depends on the establishment of a transparent, participatory, innovative and auditable system to ensure an effectiveness and efficiency of local governments and theirs democracies. This study provides an information about local governments and democracies, and after that gives the points of view how the local governments’ democracies increases theirs efficiency and how to find solutions theirs problems.en_US
