| dc.description.abstract | Bu araştırmanın sorunu, bir insanın ya da bir insan grubunun bir durumu karşısında doğru değerlendirmenin meslekî olarak nasıl yapılabileceğidir. Bu sorun, İstanbul Aile ve Sosyal Politikalar İl Müdürlüğüne bağlı Sosyal Hizmet Merkezlerinde görevli sosyal hizmet uzmanlarının değerlendirmelerinde “vicdan” sorunu olarak ele alınmıştır. Tezde öncelikle tartışmanın temelini oluşturan kavramsal ve kuramsal bilgilere yer verilmiş, ardından alan araştırmasının ve veri analizinin nasıl yapıldığı açıklanmış, bundan sonra da bu bulgular ayrıntılı bir şekilde tartışılmıştır. Araştırmada amaç, sosyal hizmet uzmanlarının bir durum karşısında değerlendirme yaparken, kendilerine çizilmiş olan yasal çerçevenin dışında kalan bir vakayla karşılaştıklarında, “vicdan”larına dayanarak karar verip vermediklerini anlamaya çalışmak ve bir durum karşısında “vicdanın sesi dinlenerek” karar verildiğinde, çok defa, rastlantılar dışında, hak korunamayacağına, hatta hak harcanabileceğine dikkat çekmektir. Bu amaçla Sosyal Hizmet Merkezlerinde görevli sosyal hizmet uzmanları ile nitel bir çalışma yapılmıştır. Bu çalışma sonunda, sosyal hizmet uzmanlarının, değerlendirme yaparken, her bir kişiye sadece insan olduğu için saygı duydukları görülmüş ve her bir kişinin “biricik” olduğu, “kendi kaderini tayin edebilecek” kapasiteye sahip olduğu, insan hakları ve hukuk karşısında eşit ve adil bir muamele görmesi gerektiği gibi mesleğin “değer” kabul ettiği anlayışları benimsedikleri anlaşılmıştır. Bununla birlikte sosyal hizmet uzmanları, karşılaştıkları durumlar karşısında bağlı oldukları mevzuatın zaman zaman yetersiz kaldığını da belirtmişlerdir. vi Yapılan görüşmelerden, sosyal hizmet uzmanlarının tamamının sosyal hizmet bilgisini kullanarak karar verdiği, ama büyük çoğunluğun karşılaştığı bazı durumlar hakkında karar verirken “vicdanının sesini” dinlediği ve bu “sese” göre karar verdiği anlaşılmıştır. Sosyal hizmet uzmanlarının aldıkları eğitimde felsefî-etik bilginin yeterince verilmediği, o zaman da bu uzmanların ezbere değerlendirmeler yaptıkları, yani hazır teorilere dayanarak ve ilk bakışta benzer olan vakalarda aynı normu kullanarak hareket ettikleri görülmüştür. Bütün bunların yetersiz kaldığı durumlarda ise, “vicdanlarının sesini” dinledikleri anlaşılmıştır. Bu çalışmada, sosyal hizmet uzmanlarının sosyal hizmetin, insan haklarını kendileri koruyamayan insanların haklarını koruma mesleği olduğu fikrine sahip olmalarına rağmen, sosyal hizmeti icra eden sosyal hizmet uzmanlarının eğitimlerinde felsefî/etik temelli insan hakları bilgisinin eksik olmasının değerlendirme sorunu olarak kararlarına yansıdığı, dolayısıyla sosyal hizmetler eğitimini bu açıdan gözden geçirmek gerektiği ortaya konmuştur. | en_US |
| dc.description.abstract | The main problem of this study is the question “how is it possible to make professionally a right evaluation of the conditions of a person or of a group?”. This problem is elaborated in relation with the problem of conscience, on which many of the social workers of the Istanbul Directorate for Family and Social Policies base their evaluations. The study begins with the definition of the concepts and the theory which constitute the basis of the discussion, followed by the exposition of the methods of the field work and of data analysis, and subsequently by the discussion of the findings. The purpose of this study is to inquire into the question whether social workers, when they deal with a case whose solution is not to be found in the legal framework of their profession, take their decisions by following the “voice of their conscience”; and to show that such decisions, with the exception of coincidences, cannot protect rights, sometimes even they can give damage to them. With this purpose, we conducted a qualitative research with the social workers who are currently working in the Social Services Centres of Istanbul. An outcome of this research is that the social workers in their professional evaluations usually respect the individuals only because they are human beings, take into consideration that each individual is unique and has the capacity to self-determination, and accept the “values” of their profession such as the right to just and equal treatment. Many of the interviewed social workers nevertheless stated that the legislation of their profession appears to be insufficient for the solution of certain cases. The research showed that almost all social workers decide in accordance with their professional knowledge, but that most of them, in cases that the legislation of their profession is insufficient, they listen to “the voice of their conscience” and act accordingly. It appears that the philosophical-ethical knowledge that social workers acquire during their education is not sufficient for making right evaluations, thus they make their evaluations either according to ready-made theories or by using the same norm in apparently similar cases. But when all these are insufficient they listen to “the voice of their conscience”. The main conclusion of this study is that, in spite of the fact that all social workers agree on the definition of social work, as the profession which protects the human rights of those who are themselves unable to protect, they nevertheless lack the philosophical-ethical knowledge of human rights, which can lead to the right evaluation of the cases that they deal with –a lack that is consequently reflected, as an evaluation problem, in their professional decisions. | en_US |
