Özet
The historical bases of the subsidiarity principle are examined in this paper. Its objective is to demonstrate that concepts used before the development of centralized modern state could elucidate some problems emerging by the pluralization of power centers. In this context, the subsidiarity principle previses that political and economic decisions be taken at the nearest level for the benefit of the citizens. This principle facilitates to find a solution to competence sharing problems. Firstly, social organization envisaged by Althusius and the subsidiarity idea in this organization has been analyzed. Then the role of church in the maturation of the concept has been examined. Finally, the repercussions of these historical bases on the modern system have been discussed.
