dc.description.abstractElinizdeki çalışma geç Osmanlı Dönemi’nin resmi fuhuş politikasını bu dönemin öncesine de uzanan tarihsel bir perspektif sunarak incelemektedir. Temelde, on dokuzuncu yüzyılın ikinci yarısından itibaren, giderek değişen formlarda varlıklarını sürdürmekte olan yerleşik yaklaşım ve pratiklere niteliksel olarak yenilerinin eklemlenmesiyle söz konusu politikanın yapısal bir dönüşüm geçirdiği savı öne sürülmektedir. Önceki dönemlerde olduğu gibi fuhuş olgusu ciddi bir sorun olarak anlaşılmakla beraber, sorunla başa çıkma yöntemleri bakımından denetim ve kontrol altına eğilimi çok daha ağır basmıştır. Aynı zamanda, fuhuş dinsel kaynaklı ahlak anlayışıyla özde çelişiyor olması açısından suç olarak görülmeye devam edilmekle birlikte, çalışmayı ve üretmeyi temel ahlaki bir ölçüt olarak ele alan yeni bir ahlak anlayışı üzerinden de suçsallaştırılmıştır. Nitekim, fuhuşla iştigal eden bir kadının ahlaki dönüşümünü önemli ölçüde çalışma ve üretme eylemleri üzerinden gerçekleştirme eğilimi kendini göstermiştir. Bununla bağlantılı olarak, elinizdeki çalışma resmi otoritelerce makbul görülen ahlak kavramının dönüşümünü fuhuş olgusu üzerinden vurgulamak amacını da gütmüştür.en_US
dc.description.abstractThis article studies the categorical transformation as regards the official Ottoman approach to prostitution from the mid-nineteenth century onward. During this period, although the old and established official approaches and practices continued to exist with changing forms, the state pursued an innovative and systematic policy to regulate and control prostitution, particularly on medical grounds. The new policy was manifested most obviously in the officially authorized brothels where regular medical examinations were conducted. Particularly at the turn of the twentieth century, one can also trace through the official policy toward prostitution a newly developing official conception of morality based on the disavowal of indolence. This new conception, which was coupled with the religiously based morality, constituted a significant way through which prostitution was criminalized. Indeed, the official authorities can be observed to pursue the moral transformation of the women engaging in prostitution by forcing them to engage in productive activities.en_US
