Özet
Küreselleşme ve göç hareketlerinin etkisiyle birlikte nüfus yoğunluğu ve kentleşme faaliyetlerinde büyük bir artış yaşanmıştır. Türkiye'de özellikle İstanbul, Ankara ve İzmir gibi şehirlerde nüfus yoğunluğuna bağlı olarak barınma problemleri ortaya çıkmıştır. Özellikle nüfus yoğunluğu fazla olan bölgelerde deprem riskine karşı insanların can güvenliğini sağlamak, gecekondulaşmaya ve çarpık kentleşmeye ortadan kaldırmak için kentsel dönüşüm projeleri ortaya çıkmıştır. Kentsel dönüşüm projeleri devletin TOKİ ve büyükşehir belediyeleri ile iş birliği içerisinde gerçekleştirmiş olduğu yenilenme süreci olarak ifade edilmektedir. Kentsel dönüşüm projeleri Türkiye genelinde birçok araştırmacının dikkatini çeken bir konu olmuştur. Kentsel dönüşüm sürecine giren bölgelerde ekonomik, sosyal ve kültürel açıdan birçok değişiklik meydana gelmiştir. Kentsel dönüşüme giren bölgelerdeki kişilerin başka bölgelere göç etmek zorunda kalmaları kentsel dönüşüm projelerine olan bakış açısının değişmesine neden olmuştur. Birçok araştırmada kentsel dönüşüm projeleri tartışma konusu olarak yer almaktadır. Bu bilgilerden hareketle bu araştırmada İstanbul ili Kadıköy ilçesi Fikirtepe Mahallesi kentsel dönüşüm sürecinin kadınlar üzerindeki etkisinin değerlendirilmesi konusu incelenmiştir. Çalışma kapsamında Fikirtepe Mahallesi'nde 30 kadın katılımcıya 26 açık uçlu soru yöneltilmiştir. Aynı zamanda bu bölgede çalışan belediye görevlilerinin de bölgeyle ilgili düşüncelerini anlamak için 6 belediye çalışanı ile 12 soruluk bir açık uçlu soru formu uygulaması gerçekleştirilmiştir. Elde edilen veriler sonuçlar kısmında analiz edilmiştir. Çalışma sonuçlarına bakıldığında Fikirtepe Mahallesi'nde ikamet eden kadınların kentsel dönüşüm sürecinden olumsuz yönde etkilendikleri gözlemlenmiştir. Kadınların komşuluk ilişkilerinin bitmesi yabancı uyrukluların bölgeye taşınması nedeniyle güvenlik sorunları yaşaması altyapı problemleri, yüksek ev kiraları nedeniyle ekonomik sorunlar ve çevre kirliliğine bağlı problemler yaşadıkları gözlemlenmiştir. Aynı zamanda bölge genelinde kentsel dönüşüm projesi ile ilgili yeterli düzeyde bilgilendirmenin yapılmadığına buna bağlı olarak kadınların kentsel dönüşüm projesine faydalı bulmadıkları ve desteklemedikleri tespit edilmiştir. Belediye çalışanları ile yapılan yarı-yapılandırılmış görüşme sonuçlarına bakıldığında belediye çalışanları da kadın katılımcılarla benzerlik gösteren cevaplar vermiştir. Bölge halkının kentsel dönüşüm sürecinden memnun olmadığını ve kentsel dönüşüm sürecinin bölgede yaşayanları olumsuz yönde etkilediğini ifade etmişlerdir. Bu araştırmanın kentsel dönüşüm ve Fikirtepe'de yapılan kentsel dönüşüm projesi ile ilgili yapılacak olan benzer araştırmalara kaynaklık etmesi beklenmektedir.
With the impact of globalization and the impact of migration movements, there has been a great increase in population density and urbanization activities. In Turkey, especially in cities such as Istanbul, Ankara and Izmir, housing problems have arisen due to population density. Especially in areas with high population density, urban transformation projects have emerged in order to ensure the safety of people against the risk of earthquakes and to eliminate slums and unplanned urbanization. Urban transformation projects are expressed as the renewal process carried out by the state in cooperation with TOKİ and metropolitan municipalities. Urban transformation projects have been a subject that has attracted the attention of many researchers throughout Turkey. Many economic, social and cultural changes have occurred in the regions that have entered the urban transformation process. The fact that the people in the regions undergoing urban transformation had to migrate to other regions caused a change in the perspective on urban transformation projects. In many studies, urban transformation projects take place as a subject of discussion. Based on this information, in this study, the evaluation of the impact of the urban transformation process on women in Istanbul and Fikirtepe District of Kadıköy was examined. Within the scope of the study, 26 open-ended questions were asked to 30 female participants residing in Fikirtepe Mahallesi. At the same time, an open-ended questionnaire consisting of 12 questions was implemented with 6 municipality personnel in the region. The obtained data were analysed in the results section. Looking at the results of the study, it was observed that women residing in Fikirtepe District were negatively affected by the urban transformation process. It has been observed that women experience security problems due to the end of neighbourly relations, the migration of foreign nationals to the region, infrastructure problems, economic problems due to high house rents, and problems related to environmental pollution. At the same time, it was determined that there was not enough information about the urban transformation project throughout the region, and accordingly, women did not find the urban transformation project beneficial and did not support it. Considering the results of the semi-structured interview made with the municipality personnel, the municipality personnel gave similar answers to the female participants. They stated that the people of the region were not satisfied with the urban transformation process and that the urban transformation process had a negative impact on the neighbourhood. It is expected that this research will be a source for similar researches to be conducted on urban transformation and the urban transformation project in Fikirtepe.
