Özet
Avrupa Birliği gelişim aşamasını tamamlamış, belirgin bir '’kimlik" onaya koyamamaktadır. Bu noktada sorulması gereken soru. Avrupa Birliğinin nasıl bir kimliğe sahip olduğu değil, Avrupa'nın kendisine nasıl bir kimlik hayal ettiğidir. Özellikle 2004 Mayısından itibaren tartışmaya açılması planlanan Avrupa Birliği Anayasası "kimlik" sorununu gündeme taşımaktadır. Avrupa Birliğinin kimlik sorunsalı bir yanıyla henüz genişleme sürecini tamamlamamış olması, diğer yanıyla da Avrupa içerisinde farklı Avrupa tanımlarının varlığıyla daha da zorlaşan bir sorundur. Öte yandan tartışmalar, AB'nin, bir kimlik tanımının içerisini doldurabilecek kurumsal altyapıdan da yoksun olduğunu göstermektedir. Dolayısıyla Avrupa Birliği kimliği henüz tamamlanmamış bir kurumsallaşma temelinde inşa edilmeye çalışılan bir "Kimlik Yaratım Süreci”ni imlemektedir.
European Union can not pur forward a clear identity, which has compeletedits developmental process. At this point, the question that must be asked is, not what kind of idebtity European Union has, but what kind of imagines. Especially the European Union Constitution, which is planned to be opened to discussion in May 2004, has been carried the problem of identity onto agenda. The problem of identity of European Union, on one hand not completed its developmental process and on the other, the existence of different definitions of Europe within Europe, is a problem which has become even harder. However the discussions have shown that, European Union is deprived of institutional infrastructure which may fill in the definition of identity. Therefore, the identity of European Union, implies an "identity creation process" which is tried to be built on institutinalization that has not been completed yet.
