dc.description.abstractThe ratio of the population with disabilities in Turkey was approximately 12 percent as of 2002, and only a very little portion of them were found to have reached the higher education level. Furthermore, contribution of people with disabilities to employment is also important for their wellness and experiencing civil liberties. Barrier-free IT is among the most important tools in this respect. There is a legislation in Turkey for the practices in this field, and the special circumstances and technological services-related studies for accessibility are considered within the framework of a universal service. The shift towards an information society should offer an environment which involves all individuals of the society. Inter-institutional cooperation and more effective use of the resources are required to overcome the barriers. Furthermore, keeping a national database is also important for correct distribution and ensuring effectiveness of the resources. The problem of accessibility and availability in information technologies and services is waiting for a solution. Information technologies play a critical and distinctive role to solve these problems and create employment for people with impairment. dc.description.sponsorshipAlso in 2006, a ‘‘Secondary Analysis of 2002 Research for People with Disabilities in Turkey’’ with the project number SOBAG-104K077 was conducted with a grant from the Social and Human Sciences Research Group of the Scientific and Technological Research Council of Turkey (TUBITAK). This secondary analysis study attempted to obtain information regarding the services offered to people with disabilities, their status and abilities of utilizing these services and the subsequent activities via the estimated data collected in the ‘2002 Survey on People with Disabilities in Turkey’. ‘‘Regulation on Creating a Database for People with Disabilities and Including the Disability Information on the ID Card’’ was enacted on the Official Gazette dated 30 October 2005 and issue 25,981. The efforts for creating a ‘‘National Database for People with Disabilities’’ was started with this regulation. Currently the Ministry of Family and Social Policies—General Directorate of Services for People with Disabilities and Old People tries to conduct the ‘‘National Database for People with Disabilities Project’’. Other organizations as well keep databases with different standards for the segments that receive services from them. (e.g. the data of the students applying to the Student Selection and Placement Center-OSYM, and the data of universities on students with disabilities). However, these data are away from being sound and giving the actual number of people with disabilities.en_US
