Özet
Bu çalışmada, dünya genelinde varlığını sürdüren küreselleşme kavramının göç ile birlikte hızlı kentleşmeyi doğurmasının yoksulluğu ve beraberinde getirdiği suç olgusuna karşı Türkiye’de suçun önlenmesi ve kent güvenliğinin sağlanması için ne gibi önlemlerin alınabildiği ve bu alınan önlemlere ek olarak neler yapılabileceği sorusuna yanıt bulmak hedeflenmiştir. Buna yönelik olarak ilk bölümde modernleşme, küreselleşme, kentleşme kavramlarının ulus-devlet, kır-kent ikiliği üzerine etkilerinin, kent kavramına karşı yaklaşımların ve kentleşmenin nedenlerinin neler olduğu aranmıştır. Kentleşmenin sonuçları olarak görülen yoksulluk kavramına, yoksullukla mücadelede uluslararası alanda geliştirilen politikalara, yoksulluğun göç ile birlikte kentlere taşınması ile kentlerde oluşan suç olgusunun kent güvenliğine etkilerine ikinci bölümde yer verilmiştir. Çalışmanın üçüncü bölümünde Türkiye’deki yoksulluğun gelişiminin göç hareketinin plansız ve düzensizliği ile köyden kente taşınma süreci, Türkiye’nin kentleşmenin yükünü kaldıracak ekonomik güce sahip olamadığı, gelir adaletsizliği ve imkanların yetersizliğinin bireylerin daha da hırçınlaşmasına ve saldırganlaşıp suça eğilimli olmalarına neden olduğu ve Türkiye’nin bu durumlar karşısında kent güvenliğini sağlamak için uyguladığı program ve projeler yer almaktadır. Tüm bunlara yönelik olarak çalışmanın araştırma sorusu, “Kentleşmenin hızlı ve plansız bir şekilde gerçekleşmesi ile yoksulluğun kentlere taşındığı bir durumda suç olgusunun yeni bir boyuta taşınarak Türkiye’ye olumlu-olumsuz etkisi hakkında ne gibi değerlendirmeler yapılabilir ve nasıl önlemler alınabilir?” olarak belirlenmiştir. Zira kentleşmenin suça kattığı yeni boyuttan dolayı Türkiye’nin geliştirdiği stratejik yöntem ve uygulamalar ileride karşılaşılabilecek yeni suç türleriyle ilgili geliştirilmesi gereken politikalar konusunda önemli bir kılavuz olacaktır.
This study aims to find an answer to the question of what kind of measures are taken in order to prevent crime and ensure urban security in Turkey against the poverty and crime brought by the rapid urbanization and migration, and what can be done in addition to these measures. In the first part, the effects of the concepts like modernization, globalization, urbanization on the nationstate and rural-urban duality; the understanding of “the city” and the causes of urbanization have been sought. The concept of poverty, which is seen as a result of urbanization, the policies developed in the international arena to fight against poverty, the effects of the poverty coming together with migration to the cities and the effects of crime in the cities on urban security are given in the second part. In the third part of the study, it is stated that the development of poverty in Turkey, the unplanned and irregular migration movement and the process of moving from the village to the city, income injustice and lack of opportunities cause individuals to become even more irritable and aggressive and prone to crime. The programs and projects implemented by Turkey to ensure urban safety in the face of these situations are included. For all these, the research question of the study has been determined as follows: “What kind of evaluations can be made about the positive and negative effects of rapid and unplanned urbanization, the transfer of poverty to the cities, and the transfer of crime to a new dimension, and what measures can be taken against them?" Because of the new dimension that urbanization has added to crime, the strategic methods and practices developed by Turkey will be an important guide for the policies to be developed regarding new types of crime that may be encountered in the future.
