| dc.description.abstract | There is a growing acknowledgement of the fact that the effects of climate change most likely will lead to more migration, both internaIly and internationally, in the coming future. This paper reviews existing research and empirical evidence of the impact of environmental and climate change on migration patterns, highlighting two distinct types, namely rapid-and slow-onset disasters. lt examines and discusses current legal and policy frameworks, and institutional roles and responsibilities, relating to the concept of 'environmental migrant'. Given the fact that it is a controversial academic topic, especially as to the lack of reliable global datasets, this paper argues that future research needs to recognize the multi causality of environmental-related movement, but not ignoring the increasing influence of environmental factors in the migratory process. Thus, the people displaced within and/or abroad their home country due to environmental reasons needs legal protection from the international system. The study recommends a number of policy measures, and suggests that human rights can act as a useful normative framework to design new or to amend existing laws and policies. | en_US |
| dc.description.abstract | Yakın gelecekte iklim değişikliğinin etkilerinin hem ulusal hem de uluslararası göçlere neden olabileceğine dair olguların kabulü giderek artmaktadır. Bu sunum, mevcut araştırmalar ve deneysel kanıtlarla, çevrenin ve iklim değişikliğinin göç yolları üzerindeki etkisini, ani ve yavaş başlayan felaket türlerini vurgulayarak gözden geçirmeyi hedeflemektedir. "Çevresel etmen nedeniyle göçmen olan kişiler" konusuna ilişkin güncel hukuki ve politik altyapıları, kurumsal rolleri ve sorumlulukları incelemektedir. Özellikle de güvenilir kaynak sayısının az olması neticesi ile tartışmalı bir konu olan bu başlık altında, gelecekteki araştırmaların çevreyle ilgili hareketlerin çoklu nedenlerini tanımlama ihtiyacı ve göç sürecinde çevrenin etkisinin göz ardı edilmemesi gereği tartışılacaktır. Dolayısıyla çevresel nedenlerle yurt içinde veya yurt dışına çıkmak suretiyle yerlerini değiştiren bu insanların uluslararası hukuk sahasında hukuki korumaya ihtiyaçları vardır. Bu çalışma, birtakım politika araçlarını tavsiye etmekte ve insan haklarının. yeni hukuk kurallarının ve politikalarının uygulamaya konmasında veya var olanların gözden geçirilmesinde uygun normatif bir altyapı görevi görebileceğini önermektedir. | en_US |
