Özet
Eğitimin kalite sorunu ve çözümlemesi öncelikle ilgili temel düşünceler, kalite, teori, sistem, model, yöntem kavramları; öğrenme, eğitim öğretim, öğretim sosyal psikolojisi, sosyal verimi algıları, gerekli ileri analiz ve sentez uygulamaları çerçevesinde ilerletilmeye çalışıldı. Eğitim öğretim kalitesi, kalite sorunu ve siyaseti ekonomik üretim ve büyüme süreçlerini, ana kaynaklarını, kısıtlarını, yaşamın ve öznenin beklentilerini uygun biçimlerde oluşturan, verimli kullanan, araştıran ve geliştiren eğitim özellikleri, süreçleri ve eğitim modelleri olarak görüldü. Eğitim öğretim kalitesi aynı tanım yönünde süreçlere dayalı gerçekçi ve gerekirci temel düşünceler, yöntemler, uzun erimli düzeyli etkin öznel temel amaçlar, nitelikler, etkinlikler, sorun çözümleri ve sonuçlar toplamı ve uyumu olarak algılandı; araştırıldı. Bu düşünceler çerçevesinde öğretim kalitesi, yöntem ve meslek eğitimi yanında, üst düzeyde etkili, verimli, teori ve model temelli, somut yaşam ve üretim süreçleri sorunları ve çözüm yöntemleri tanımlatan, sorun çözümleyen, çözümleten uygulamalı eğitim ve araştırma programları ile belirginleşti. Öğretim kalitesi düşüncesinin süreçler içinde somut etkili, verimli ekonomik ve uygun eğitim programları ile ilerletilebileceği, geliştirilebileceği önem kazandı. Bu temel düşünce yönünde eğitim öğretim süreçlerine, sorunlara ve olanaklarına dayalı teorik ve pratik birliktelikleri ile ileri sürekli çözümleri ve sonuçları önemli görüldü. Yöntemler, teknikler ile deneyimler temelli meslek eğitimi, üretici, araştırmacı ve girişimci eğitim içeriklerini gerektirdi. Aynı yönde eğitimde farklı kesimlerin öznel beklentilerine uygun kendini tanıma, araştırma geliştirme çalışmaları, yöntem ve meslek eğitimini doğrultuları gerektirdi.
The education quality depends on the productivity according to the concepts of quality variables in the education and training activities. So, the optimum quality solutions of the education and training programs may be determined as minimizing the total costs by decreasing lost revenues of quality shortages and also the increasing input costs as the depending on the variables in the education and training quality. On the other hand the optimum quality options of the education programs may be researched as the maximizing the productivity, and also the economic and social benefits. In the same way, this study’s goal is to bring out analyzing the productivity problems depending on the quality concepts of the educations and training programs. The quality concept is to be defined as accordance with theories and aims, methods and practices in production processes. So the quality concepts are tried to be defined accordance with the views of the realism, empiricism, pragmatism and rationalism. The education qualities are provided by obtaining theories, methods and plans in the production processes. So the education and training quality also carries out the studies such as basic scientific research, applied research and development activities depending on changing techniques and socio-economic conditions in the countries. At last, the final long term results and applications of these education and training qualities can be explained with the developing new technology and socio-economic condition.
